About the Role The HSE Engineer (LO-TO Coordinator) supports the Borouge-4 project in Ruwais, UAE, ensuring all field activities align with TCM HSE policy and regulatory standards. The role reports to the HSM or Site Manager and acts as the on-site HSE representative, driving preventive and corrective actions. What You'll Do
- Perform Job Hazard Analysis (JHA) and participate in Job Safety Analysis (JSA).
- Verify the adequacy of the Site HSE Plan and related procedures; prepare revisions as needed.
- Update HSE documentation through construction phases; ensure revisions are implemented.
- Ensure subcontractors comply with HSE procedures and standards; implement corrective actions as needed.
- Organize and participate in HSE walk-rounds, inspections and audits; prepare reports, action plans, and track corrective actions.
- Organize and participate in HSE training and site meetings; prepare MOMs.
- Coordinate work permits with Client and maintain permit system.
- Lead investigations of accidents and recommend corrective measures to prevent recurrence.
- Maintain accident records and identify prevention opportunities.
- Deliver HSE indoctrination/training for personnel.
- Lead the Site HSE Committee and coordinate emergency response and fire prevention teams; organize drills.
- Prepare the HSE section of monthly progress reports and other periodical reports.
- Track Site HSE statistics and compare against project and corporate HSE objectives; propose recovery plans when needed. What We're Looking For
- Bachelor's degree in Engineering or Science from a reputed university.
- Minimum 10 years' experience in HSE within construction, fabrication, installation and/or commissioning in oil & gas or petrochemical sectors, with LO-TO coordination focus in electrical field.
- Experience in at least 3 major EPC projects in oil & gas or petrochemical sectors.
- NEBOSH GC/IGC; Diploma in Safety or equivalent HSE certification.
- Additional HSE trainings/certifications are advantageous.
- Fluent English; strong analytical, communication and interpersonal skills; team-oriented and self-motivated with a focus on timely performance and problem resolution.

- Rotation: 60 days on site, 10 days off (paid) plus 2 travel days (paid).
- Accommodation on site and local transportation on site.
- Round trip economy class ticket to home country on each rotation.
- Single status.
- 12-month contractual duration; starting August 2024 (as visa permitting).
