About the Role

The Homeless Program Supervisor will oversee the Chelan-Douglas Coordinated Entry System (Homeless Housing Network) and support county-wide homeless programs under the Community Services Manager. The role focuses on executing systemic plans, guiding program investments, measuring progress, and coordinating with local partners to address homelessness.

What You'll Do

  • Monitor the capture of all calls to the coordinated entry system daily and ensure staff process applications and contact clients within one business day.
  • Authorize Diversion spends unless threshold for additional approval.
  • Complete HMIS data reviews for Chelan and Douglas Counties and present findings to the CE Governance Structure, Task Force, elected officials, and stakeholders.
  • Maintain HMIS data reporting to state and local standards.
  • Ensure that CE Specialists have the prioritization list and that the By Name List is distributed to appropriate agencies.
  • Assist in training new staff on the CE process.
  • Facilitate monthly case conference meetings and quarterly Homeless Advisory Committee meetings.
  • Establish relationships with service providers and educate them on the CE process.
  • Coordinate staff schedules for office hours at partnering agency locations for outreach services.
  • Maintain relationships with partner organizations to collaborate for stability plans for clients when necessary.
  • Be proficient in housing resources and provide clients and CE Specialists with adequate resource information.
  • Assist in planning and coordination of the annual Point in Time Count.
  • Monitor grant-funded projects and agencies.
  • Participate in Balance of State CE Subcommittee and other BoS Subcommittees.
  • Assist in managing the budget for the Coordinated Entry Program.
  • Work directly with the Community Services Manager and Economic Services Director with the Chelan-Douglas Homeless Housing Task Force.
  • Assist in the execution and completion of the Five-Year Homeless Housing Strategic Plan for the Chelan-Douglas Homeless Housing Task Force.
  • Assist Community Services Manager with developing and conducting presentations to homeless service providers and the public.
  • May be asked to prepare correspondence, reports or other documents, keeping others adequately informed that details activities, progress and program success.
  • Process and submit reports to City leadership, Washington State Department of Commerce, U.S Department of Housing and Urban Development (HUD) and other regulatory agencies.
  • Other duties as assigned.

What We're Looking For

  • Minimum of Associate’s or Bachelor’s degree in management, public administration, health & human services, sociology, psychology, substance use disorder, or the equivalent; equivalent combination of education, training, and/or experience may be considered.
  • At least 1 year of increasingly responsible administrative work experience in public, community, or relevant field.
  • Experience with Microsoft Outlook, Excel, and Word.
  • Ability to multitask, especially with entering client data and speaking on the phone; ability to work with competing deadlines; maintain composure in fast-paced environments.
  • Ability to network and work well with other organizations and service groups.

PREFERRED QUALIFICATIONS

  • Bilingual in Spanish.
  • Experience with individuals and/or families in crisis.
  • Experience working with HMIS.
  • Public sector experience.
  • Advanced proficiency in MS Office programs.
  • Experience managing social service or related programs.
  • Experience developing and maintaining departmental budget.

  • Bilingual in Spanish (preferred)
  • Experience in crisis intervention
  • Experience in budget development and maintenance

Compensation & Benefits

  • Salary ranges: PW14 Steps 2-4 $5,026.34 - $5,497.95; Longevity Steps 5-8 $5,751.59 - $6,591.14
