Job title: Head: Legal Debt Management Processes

About the Role

Leading the Legal Debt Management Processes section within the Debt Management portfolio, this role provides strategic direction, policy updates, and guidance on handover, defended matters, debt review, administration orders, and insolvency processes. The position requires strong legal expertise in debt collection within the public sector and the ability to manage a team and interfaces with senior stakeholders.

What You'll Do

  • Provide overall management of the Legal Debt Management Processes Section and guidance on all related activities.
  • Identify and set short- and long-term objectives for the section; research best practices in legal debt collections.
  • Update City policies within the Revenue framework; align operating capacity and capabilities of the section.
  • Compile reports and present progress and strategies to top management and service directorates.
  • Implement City policies and programmes related to financial and debt management for debtors.
  • Manage staff development and mentoring within the section; oversee legal contracts and legal tender documents; control contractual obligations with panel of attorneys.
  • Manage KPIs and outcomes for personnel; oversee indigent property value beneficiaries and write-off processes.
  • Contribute innovative solutions to complex matters to enhance revenue collection.

What We're Looking For

  • LLB – Admitted Attorney or Admitted Bar Advocate with 8+ years’ relevant post-qualification experience in debt collection matters.
  • At least 5 years in a senior role with staff management.
  • MFMA Municipal Minimum Competency or ability to attain within 18 months after appointment.
  • Strong understanding of PAIA, PAJA, POPIA, and relevant constitutional/administrative law; interpretation of statutes and other public sector law.
  • Proficiency in MS Office, especially Advanced Excel; project management, presentation, and report writing skills.
  • Valid EB/B/C driver’s license.

Nice to Have

  • Experience with insolvency, business rescue, deceased estates, and debt collection contracts with panel of attorneys.
  • Knowledge of municipal financial processes and policy development within a revenue framework.
