About the Role

Tyler Technologies is seeking a General Manager to act as the business owner for a federal government–focused program. You will lead a small management team with responsibilities spanning project management, product development, marketing, and business development, ensuring efficient operation and revenue growth. The role requires strong leadership, strategic vision, and the ability to manage contracts and relationships with federal and state agencies.

What You'll Do

  • Act as a digital government advisor to key federal partners; set overall strategy on existing contracts and agency targets; advise on business models, user experience, cybersecurity, customer service, and industry expertise in payment solutions and digital government services.

  • Ensure 100% adherence to contractual requirements, federal regulations, and laws for federal programs while growing revenue and operating profit. Manage compliance for agencies such as the Department of Transportation, Library of Congress, and General Services Administration.

  • Oversee management of the Insurance Filings contracts for approximately 25 state agencies in compliance with contracts and state laws.

  • Establish enterprise-wide vision and roadmap of projects to retain and expand contracts; prioritize investment planning, staffing decisions, and other program functions.

  • Build roadmaps for payment services to increase processing efficiency and enable growth; create strategic plans around relationship management and partnerships with third parties and government agencies.

  • Build and implement sales and growth plans for current inventory and new inventory through organic growth and other channels.

  • Monitor industry trends, government needs, and user requests for inclusion in enhanced solution development.

  • Develop business processes in operational and sales areas to maximize efficiencies; participate in high-level strategy and requirements meetings with government partners.

  • Provide guidance and oversight to teams responsible for key aspects of the business; deliver forecast data for quarterly business reviews and ad hoc reporting.

  • Develop and maintain productive relationships with project sponsors, vendors, and key partners; evaluate partner satisfaction.

  • Conduct research and analysis into future plans and needs of targeted agencies/customers; oversee office facilities and leases.

  • Develop strategies based on usage analytics to grow solution usage and create new inventory via partner relationships and marketing.

  • Deliver regular updates on key projects and monthly reports to senior management; contribute to federal proposal writing.

  • Develop annual budgets and reconcile revenue and expenses; build strategic relationships with trade associations and manage staffing levels.

  • Manage large teams to fulfill contract requirements and adjust team size based on contract portfolio needs.

  • What We're Looking For

  • 7+ years of experience; 5+ years with government leaders in an executive setting; 5+ years leading technical product development, including research, design, development, and deployment; 5+ years with UI/UX and interaction design.

  • Experience with developing business cases and marketing campaigns; analytics-driven product decisions.

  • Experience developing networks to cultivate relationships and identify potential partners; experience managing ongoing vendor/partner relationships.

  • Ability to collaborate with marketing and technical teams; strong technical understanding of large-scale, data-driven web/mobile applications.

  • Ability to work with internal stakeholders, customers, and 3rd-party partners; ability to analyze large datasets to inform product roadmap.

  • Experience with e-commerce and omnichannel platforms; user-centered design experience with the ability to visualize the user experience.

  • Exceptional presentation and communication skills; ability to work independently in a fast-changing environment.

  • Compensation & Benefits

  • Salary will generally fall between $157,239 - $200,000 USD annually before geographic adjustments.
