About the Role
The Fuel Assistance Program Director oversees the day-to-day workflow, planning, implementation and evaluation of Energy Assistance and Crisis Prevention Programs (including LIHEAP, EAP, Gift of Warmth, and Neighbor Helping Neighbor), and related energy assistance programming. The role also ensures fiscal and program management in accordance with local, state and federal requirements, reporting to the Chief Operating Officer or Chief Executive Officer and supervising program staff. What You'll Do

Assess staffing needs, design job descriptions, interview, hire, train, evaluate and manage staff to meet program goals and objectives in compliance with Agency personnel policies.

Respond to denial appeals in a timely fashion per state guidelines.

Design and implement a broad program-based outreach effort to encourage maximum feasible participation of the lower-income community, including public speaking and outreach events in coordination with the Marketing Director.

Develop appropriate work plans, timetables and internal operating policies and procedures that are in compliance with Agency and funding requirements to ensure progress toward meeting production goals.

Devises, implements and monitors workable management information systems that are in compliance with Agency and funding source requirements for tracking program activity.

Maintain payroll and staffing assignments to adhere to proposed budget; maintain a close working relationship with the Chief Operating Officer and be accountable for fiscal management of staffing the program in accordance with the Agency’s fiscal procedures, including budgeting and projections.

Track crisis funds expenditures for both counties and work closely with the Chief Operating Officer.

Prepare weekly reports to the state and file accordingly with the Chief Operating Officer.

Supervise the implementation of program work plans, meeting with key staff on a regularly scheduled basis.

Support Energy/Crisis Coordinator with annually performance appraisals of site supervisors.

Monitor production reports containing status of applications. What We're Looking For

Experience leading energy assistance and crisis-prevention programs (e.g., LIHEAP, EAP) or equivalent social service programs.

Strong supervisory and staff development skills; experience with payroll, budgeting, and reporting.

Knowledge of state guidelines for denial appeals and compliance with agency/funding requirements.

Ability to design and implement policies/procedures and MIS for program tracking.

Excellent outreach, public speaking, and collaborative skills across departments.

Ability to manage program activities across multiple counties and oversee crisis funds. Nice to Have

Experience with crisis funds expenditure tracking and working with community partners.

Experience collaborating with Marketing and other departments on outreach initiatives. Compensation & Benefits

Salary: $34.84 - $36.89 per hour USD.
