Job Title: Facility Lead

Job Summary
- The Facilities Lead is accountable for planning, leading, and executing daily maintenance activities at the terminal and Head Office, to meet established quality, cost, and time targets, and ensure maintenance reliability and availability of the department.
Roles and Responsibilities
Sectional Leadership:
- Cascades departmental yearly goals/performance objectives to the section
- Coordinates the preparation of a yearly implementation plan for sectional goals and performance objectives and makes regular updates as required
- Puts systems in place to monitor and evaluate the sectional plans and progres
- Provides leadership and direction for the section.
Facility Maintenance:
- Plans and directs essential maintenance of electrical appliances, waste disposal, power, and water, painting, road repair, and maintenance of lavatories subject to Technical, Legal, Finance and Management validation
- Executes maintenance activities with minimum disruption to core activities by effectively communicating with team members
- Prepares and implements a complete and effective annual & monthly maintenance schedule, for buildings, roads, drainages, sewage disposal, and fumigation.
- Processes all approved invoices including payments to vendors and settlement of utility bills – power, cleaning services, waste, etc., within stipulated timeline
- Develops, harmonizes, and monitors service level agreements with internal and external service providers for facilities, subject to Technical, Legal, Finance and Management validation
- Installs and maintains the cooling systems (air conditioners and refers)
- Verifies that the agreed work by contractors is completed satisfactorily and follows up on any deficiencies
- Coordinates the execution of agreed signages and Yard markings (containers stacking areas, pedestrian areas, etc)
- Implements the maintenance of the bole hole facility
- Resolves facility emergencies or urgent issues as they arise, with strict compliance with internal validation protocols
- Ensuring the facility meets health and safety requirements - the validation of fire hydrant and extinguisher with safety department.
Systems and Process Management:
- Plans the facilities’ future development in line with strategic business objectives subject to Technical, Legal, Finance and Management validation
- Supervises and coordinates work of contractors as directed by HOD
- Plans the best allocation and utilization of space and resources for TICT, while ensuring the maintenance of the terminal and offices.
- Develops and deploys performance management techniques to monitor and demonstrate achievement of agreed service levels.
- Updates facilities maintenance schedule, preventive policies, and procedures at regular intervals
- Adopts the TICT/Bollore group quality control approach for stipulated procedures to execute facility maintenance activities.
Budgeting and Vendor Management:
- Drafts the facilities budget and financial planning proposals subject to Technical, Finance and Management validation - and exercising delegated financial authority
- Investigates the availability and suitability of options for new services or purchases and conducting cost analysis for required goods or services to achieve maximum value for money as it relates to facilities
- Prepares accurate maintenance project invoices and reports for approval by the Technical Manager
- Prepares the maintenance budget for approval
- Minimizes financial risks to the Company.
Team and People Management:
- Plans basic and refresher training for the section
- Collates, documents, and adjusts annual leave plan for all staff within the section
- Maximises productivity of the team through the implementation of TICT’s performance management system
- Recommends appropriate training for team members to close performance & development gaps
- Supports the process of recruitment of team members.
Other Duties:

Minimum Educational Qualifications / Certifications / Years of Experience

HND or Bachelor’s Degree in Social Sciences or Estate Management

HSE Level 1-3 certification (preferred).

Minimum of 10 years of experience in relevant field or industry.
