Facilities Manager, Portland Campus

The University of New England is seeking a Facilities Manager to lead day-to-day Facilities Management operations for the Portland Campus. This position oversees facilities services across approximately 600,000 square feet and 30 academic, administrative, laboratory, clinical, medical, and support buildings.

Reporting to the Director of Facilities Management, the Facilities Manager provides leadership for building maintenance, groundskeeping, utilities, preventive maintenance, fleet and equipment, emergency response, winter operations, and other campus support services. The position is responsible for translating University and department priorities into effective work plans, staffing assignments, service standards, project schedules, and vendor coordination.

This is an operational leadership role that requires strong operational judgment, technical knowledge, and the ability to work collaboratively with campus partners to maintain safe, reliable, and efficient facilities.

Responsibilities

  • Lead day-to-day facilities operations for the Portland Campus, including building maintenance, grounds and landscaping, snow and ice response, fleet and equipment, waste and recycling support, event support, and campus turnover.
  • Supervise approximately 10 Facilities Management employees and provide operational oversight of additional staff, temporary employees, and contracted service providers.
  • Plan and coordinate preventive, routine, corrective, and emergency maintenance activities, staffing schedules, on-call coverage, seasonal operations, and urgent facilities needs.
  • Oversee the operation, maintenance, and repair of building systems and infrastructure, including HVAC, electrical, plumbing, fire and life safety systems, elevators, utilities, building automation, and related equipment.
  • Manage assigned operating, personnel, service contract, equipment, and project budgets exceeding 2.1M annually, including forecasting expenses and monitoring costs.
  • Coordinate facilities repair, renovation, renewal, and infrastructure projects from planning and scope development through contractor coordination, quality control, and closeout.
  • Manage vendor and contractor relationships, including scopes of work, service expectations, work quality, schedules, safety, and invoice review.
  • Identify deferred maintenance, equipment replacement, and capital renewal needs and provide information to support facilities planning and investment decisions.
  • Promote a strong culture of safety, accountability, customer service, professionalism, inclusion, and continuous improvement.
  • Ensure compliance with applicable building codes, safety requirements, environmental regulations, permits, inspections, and University policies.
  • Lead the campus facilities response to severe weather, utility disruptions, equipment failures, water events, life safety concerns, and other urgent conditions.
  • Use the University’s computerized maintenance management system, including MaintainX, to manage work orders, preventive maintenance, asset information, service history, and performance data.
  • Partner with campus leadership, faculty, staff, students, Environmental Health and Safety, Security, Campus Planning, vendors, contractors, and other stakeholders to coordinate facilities services and resolve concerns.
  • Communicate effectively regarding planned outages, emergency disruptions, building impacts, winter operations, projects, and other facilities-related matters.
  • Support energy-conscious operations, building automation, utility resilience, resource conservation, and University sustainability initiatives.
  • Participate in the Facilities Management on-call program and provide support outside normal business hours when campus conditions require it.

Qualifications

Required:

  • Bachelor’s degree in Facilities Management, Construction Management, Business Administration, or a related field, or an equivalent combination of education and relevant experience.
  • At least six years of progressively responsible experience in facilities management, operations management, construction management, or a related field, including at least three years of supervisory or management experience.
  • Experience leading skilled trades, grounds, contractors, or multidisciplinary operations teams in a complex building environment.
  • Experience managing operating and project budgets, vendor contracts, procurement, and cost-control activities.
  • Broad knowledge of building systems, preventive maintenance, asset management, project delivery, safety, emergency response, and regulatory compliance.
  • Experience using computerized maintenance management systems and technology to manage work, track assets, and support operational decisions.
  • Strong leadership, communication, organization, financial management, problem-solving, personnel management, and customer service skills.
  • Valid driver’s license and ability to travel to other University locations as needed.
  • Ability to respond outside normal business hours to emergencies, severe weather, utility outages, and other urgent operational needs.

Preferred:

  • Professional certification such as CEFP, FMP, CFM, PMP, LEED, CEM, or a related credential.

  • Experience in higher education, healthcare, research, clinical operations, or another complex institutional environment.

  • Experience with APPA standards, facility condition assessments, deferred maintenance planning, building automation, energy management, emergency management, winter operations, or process improvement.
