The Facilities Manager will oversee and supervise the maintenance and custodial operations for all University buildings and grounds on the Portland campus. This role ensures adherence to all internal and external regulations, standards, and requirements, maintaining a safe, functional, and clean environment for the University community.

Responsibilities
- Plan, implement, administer, coordinate, monitor, and evaluate the specific building, grounds and vehicle/equipment maintenance and custodial functions and services of the Facilities Management Department, including operating policies, procedures and systems.
- Develop and modify services and operating systems in accordance with institutional needs and objectives, changing technology and external regulations and standards.
- Exercise full supervisory authority directly over staff and seasonal employees:
- plan and conduct/oversee training programs and staff meetings
- confer regularly with supervisors and staff to plan and coordinate activities, assign and review work, assist with difficult or unusual tasks and resolve problems
- evaluate job performance
- recommend pay increases
- handle disciplinary actions
- plan staffing needs
- master work schedule
- overtime budget
- Administer operating budgets, as well as various capital project budgets, recommending major capital purchases.
- Perform a variety of key planning and evaluation tasks, typically involving short- and long-term assessment.
- Establish work priorities and project schedules.
- Plan and coordinate University campus safety programs with Environmental Health and Safety, and ensure that all applicable work safety and security procedures are followed.
- Assist with the preparation specifications for outside contract bids.
- Coordinate operations with major renovation/construction projects.
- Plan, supervise and coordinate preventive maintenance programs.
- Ensure compliance with various external requirements and guidelines pertaining to operation of equipment and occupancy of buildings.
- Deal regularly with a wide range of outside vendors, suppliers and service contractors, including negotiating of contract terms and prices.
- Confer regularly with senior administrators, department heads, and other University personnel to plan, coordinate and evaluate activities/projects/systems, exchange information, investigate and resolve problems, and so forth.
- Plan and administer/oversee appropriate records systems related to all department operations and capital improvement projects, including the development of automated inventory and work control systems.
- Prepare a variety of administrative and/or management reports.
- Provide understanding, focus and direction in the continuous drive to achieve the Facilities vision and purpose.
Qualifications

Bachelor’s Degree in Business Administration or Construction Management, or other appropriate discipline, plus six to eight years of relevant technical and supervisory experience in facilities or construction management, or a combination of education and experience from which comparable knowledge and skills have been acquired.

Previous higher education or similar institutional experience desirable.

Broad base of technical knowledge and skills relevant to facilities management of a building and grounds complex, including experience in/with:

estimating

oversight

materials and equipment purchasing

blueprint reading, etc.

Working knowledge of the skilled trades.

Technical training in engineering desirable.

Excellent planning, organizational, administrative, budget and personnel management skills.

Ability to deal effectively with a broad range of individuals and groups within and outside the University system.
