Job Summary/Basic Function
SUMMARY The Executive Director of TRIO Programs is the primary liaison between the TRIO Programs (Student Support Services, Student Support Services STEM, and Upward Bound) and University administrators, faculty, public school district partners, participants, parents, and community representatives interested in the TRIO programs. The Executive Director of TRIO Programs is responsible for ensuring that the programs meet established goals, objectives, and federal guidelines and is responsible for program development, implementation, and management of day-to-day operations, planning, supervision, and evaluation of programs and program staff, budgeting, maintaining appropriate program records, and preparing and submitting time and effort reports and mandated compliance reports. The Executive Director ensures proper educational programs in collaboration with the University’s Academic division, respective school districts (tutoring, college/field trips, academic Saturday classes and summer programs), preparing monthly and annual institutional and federal reports, working with key personnel in area of high schools and middle schools identifying potential students, working with parents and developing assessments in addition to monitoring vehicles to track participants via the submission of the Annual Performance Report. The Executive Director will also provide direct services to TRIO program participants.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Ensures that the TRIO programs are understood and accepted as an integral part of the University community by representing the program in formal and informal venues, facilitating communication and discussion regarding the TRIO Program’s operations and goals and the needs of SSS and Upward Bound participants, conducting research, managing all administrative tasks and operations to comply with program requirements, and reporting research findings in formal and informal venues.
- Assures that the programs for participants (SSS and Upward Bound) are organized, monitored, and managed to meet goals and objectives by designing, developing and directing all facets of the Upward Bound Program and Student Support Services programs under policies and procedures which ensure they are conducted in compliance with the U.S. Department of Education program guidelines and the specific requirements contained in the Central State University proposals, reporting data as required, tracking expenditures and keeping financial records in accordance with federal guidelines, ensuring that all student records are complete, current, and confidential, reviewing TRIO Program materials, monitoring programming content, schedules, and budgets against program criteria, preparing federal reports, preparing the continuation proposal, and attending meetings with the U.S. Department of Education.

- Assesses employee performance and fiscal return on investment for all programs and collaborative initiatives.

- Ensures that eligible students can fully utilize the TRIO programs by directing program staff to interview interested students and collecting and reporting data to assess the effectiveness of program components and performing other evaluations of the impact of the TRIO programs.

- Establishes and maintains close working relationships with various University representatives, the US Department of Education, target schools’ faculty and administrators, and community agencies.

- Assures the development and operation of an effective tracking, monitoring, and reporting system for the TRIO Programs by working with the Office of Institutional Research, Enrollment Management, the Registrar, Financial Aid, all academic colleges, the Undergraduate Student Success Center, and the Information Technology Division.

Minimum Qualifications

- Effectively manages the program by ensuring that the TRIO Programs meets all grant obligations in a timely manner to allow the preparation and submission of all necessary U.S. Department of Education reports.

- Documents on the progress of TRIO Programs in achieving its funded objectives by coordination and evaluation of the project.

- Develops a competent and effective staff by recruiting, selecting, training, supervising, and evaluating staff members in compliance with the University’s established personnel policies.

- Represents the TRIO programs by attending appropriate meetings, on and off campus.

- Works to secure funding for the continuation of the TRIO Programs.

- Provides direct academic support services to Upward Bound and Student Support Service participants and supervises participants at activities, cultural events, and cultural trips.

- Ensures the success of the TRIO programs by performing all other duties as assigned by the Provost and Vice President for Academic Affairs.

A master’s degree in academic/career counseling, educational leadership, or a related field is required.

Effective verbal and written communication skills are required.

Supervisory skills are required.

Computer skills including database management, word processing, and spreadsheet applications are required.

Preferred Qualifications
-
At least five years of experience in educational program management, personnel management, and fiscal management is preferred.

Experience working with TRIO programs, student support services, or other programs focused on low-income, first generation, or academically disadvantaged students is preferred.

Familiarity with statistical software packages is desired.
