About this role

AlphaGov delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans classification and compensation, organizational and operational studies, research and program evaluation, economic and workforce analysis, surveys and community research, and applied data and infrastructure research.

We engage experienced practitioners as project-based collaborators. Engagements are remote-first with occasional client travel. When you authorize it, AlphaGov may name you as an expert collaborator or key personnel on proposals that match your expertise. We build ready teams for live pursuits — not speculative staffing banks.

AlphaGov is engaging an EV Program and Incentive Administrator for current public clean-transportation program work. You will help agencies design, stand up, and operate EV rebate, voucher, and infrastructure incentive programs, including NEVI and CFI compliance and applicant support.

We confirm scope, schedule, and fee with you before any engagement begins.

What you'll do

  • Design or improve EV rebate, voucher, and charger incentive program rules, workflows, and eligibility checks
  • Build application intake, review, award, and payment tracking processes staff can run day to day
  • Advise on NEVI, CFI, VW, IRA, and state clean-fleet or EVSE program compliance and reporting
  • Draft applicant guidance, FAQs, scoring rubrics, and monitoring checklists
  • Support outreach to fleets, municipalities, dealers, and charging providers participating in the program
  • Produce dashboards and reports that show applications, awards, spend, and outcomes
  • Contribute qualifications and past-performance narrative to AlphaGov proposals when you authorize naming
  • Apply to be considered.

Requirements

  • Required

  • Demonstrated experience administering public incentive, rebate, grant, or voucher programs

  • Working knowledge of clean-transportation or energy program compliance, eligibility, and reporting

  • Ability to write program procedures and applicant guidance a public agency can adopt

  • Comfortable as a 1099 project-based consultant, remote-first with occasional client travel

  • Nice to have

  • Direct experience with NEVI, CFI, VW mitigation trust, IRA, or state EV/EVSE rebate programs

  • Experience with fleet or freight electrification concierge, technical assistance, or applicant support

  • Familiarity with grants management systems, CRM, or payment tracking used by state or local programs
