Role Purpose

We are seeking an experienced Regional PMO Leader / Senior Programme Manager with a strong background in industrial capital delivery, commercial real estate, corporate interiors and office fit-out projects. The role will initially lead a high-visibility, multi-phase roofing project in Cincinnati while establishing the governance, tools and delivery standards required to support an expanding portfolio across the Americas and Europe.

Reporting to the Sector Director, the role is accountable for end-to-end delivery of complex, high-value projects for GE Aerospace, a world-leading aircraft engine manufacturer and aviation systems provider. The position leads programme execution from feasibility and funding approval through completion and closeout, ensuring delivery to agreed scope, schedule, budget, quality, safety and compliance requirements.

The successful candidate will combine hands-on project leadership with the ability to build and mature a regional PMO. The role requires strong client leadership, financial accountability and the ability to direct multidisciplinary internal and external teams within occupied, highly regulated and globally connected industrial environments.

Key Responsibilities

• Programme & Project Delivery

• Lead industrial capital projects through the full lifecycle, beginning with a major roofing project in Cincinnati expected to run for more than one year.

• Oversee feasibility, funding approval, planning, design, procurement, execution, commissioning and closeout across complex, multi-phase projects.

• Ensure delivery aligns with strategic goals, programme objectives, KPIs, timelines, budgets and quality expectations.

• Coordinate schedules and resolve conflicts with business-as-usual operations, facilities management activities, production requirements and change freezes to minimise risk and disruption.

• Maintain full adherence to established project governance frameworks, tollgates and approval processes.

• Regional PMO Leadership & Continuous Improvement

• Establish, implement and continuously improve PMO standards, tools, templates, controls and delivery best practices for the industrial portfolio.

• Create a scalable regional operating model that can expand across the Americas and Europe as project volume and pipeline develop.

• Evaluate project and portfolio performance, identify trends and improvement opportunities, and provide clear recommendations to senior leadership.

• Drive consistent ways of working, data quality, reporting discipline and lessons learned across project teams.

• Financial, Risk & Governance Management

• Own project financial activity, including funding requests, budget development, forecasting, cost control, change control and financial closeout.

• Assess and manage programme risks, dependencies, budgets and timelines, with timely escalation and practical mitigation plans.

• Ensure accurate and timely financial tracking, reporting and approvals using agreed systems and tools.

• Support capital expenditure planning and forward-looking programme forecasts, ensuring projects remain auditable and compliant.

• Stakeholder & Client Leadership

• Act as a senior point of contact for client stakeholders and build trusted relationships across local, regional and global teams.

• Coordinate cross-functional teams, contractors, consultants, facilities teams and other stakeholders to maintain alignment and accountability.

• Provide high-quality dashboards, executive updates and formal presentations covering progress, performance, risk, issues and mitigations.

• Influence and challenge constructively at senior levels while maintaining a strong service orientation.

• Vendor, Consultant & Procurement Management

• Lead and monitor the performance of external designers, consultants, roofing specialists and contractors across multiple projects.

• Develop, communicate and implement procurement strategies for approval in line with regional and client requirements.

• Ensure correct contracting processes are followed and service delivery meets contractual obligations, quality requirements and SLAs.

• People & Team Leadership

• Provide line management, coaching and development to Programme Managers and project team members within the PMO.

• Oversee day-to-day resourcing, workload prioritisation and coordination across delivery and support teams.

• Build an accountable, collaborative culture focused on safety, client service, predictable delivery and continuous improvement.

• Health, Safety, Sustainability & Compliance

• Ensure all health, safety and environmental requirements are met, with full compliance to local legislation, client standards and site controls.

• Embed sustainability and environmental objectives throughout feasibility, design, procurement and implementation.

• Maintain compliance with regional contracting, governance, regulatory and audit requirements.

• Experience Required

• Proven experience leading complex industrial, manufacturing, construction, infrastructure or facilities projects from initiation through completion.

• Demonstrated capability managing multi-phase capital projects and programmes, including projects typically valued at $20 million or more.

• Experience establishing or improving PMO frameworks, governance, controls, reporting and delivery standards.

• Strong programme financial management, forecasting, risk management and executive reporting capability.

• Senior stakeholder and client-facing experience within a global or similarly regulated organisation.

• Experience in roofing, building envelope, facilities or occupied-site projects is advantageous.

• Ability to operate effectively across geographic regions and support growth of a future project pipeline.

Qualifications

• Degree-level qualification in project management, construction, engineering, architecture or a related discipline.

• PMP, PRINCE2, RICS, CIOB or equivalent professional certification is preferred.

• Based in, or willing to relocate to, the Cincinnati area for the initial assignment, with flexibility to support a broader regional remit.
