We are currently seeking a Development Manager- for any of our offices located in Sault Ste. Marie, Sudbury, North Bay, Timmins, Dryden, Peterborough, Hamilton, Toronto or Ottawa. Other locations will be considered.

As the Development Manager you will be a key leader within the Development team responsible for, but not limited to, overseeing the planning, implementation, and tracking of multiple housing developments on behalf of OAHS. The Development Manager manages the feasibility, planning, budget and construction of housing developments to ensure OAHS meets our funding obligations. This includes the budget & schedule of multiple developments being constructed concurrently.

Duties and responsibilities will include, but not be limited to the following:

  • Monitor the development scope, schedule and budget (key performance indicators) throughout the phases of the development, and coordinate adjustments as required;

  • Define the scope of the development in collaboration with Stakeholders, Development Team, Senior Director of Housing Development:

  • Create a detailed work plan and schedule that identifies, and sequences activities, and allocates resources needed to successfully complete the development;

  • Gather information to understand the Development vision;

  • Clarify stakeholder organization’s governance model, authority and decision-making structure;

  • Obtain information on potential properties, and evaluate their viability (i.e., zoning, size, location, etc.);

  • Prepare costs analysis of potential purchases, identify potential risks and opportunities, as well as assess the developments financial viability, including funding sources;

  • Establish the project budget (capital and operating) and advise of potential sources of funding and financing;

  • Coordinate funding applications and review / provide feedback on contribution agreements;

  • Identify equity requirements, project and monitor cash flow, coordinate financing draws including reports to the Senior Director of Housing Development;

  • Oversee cost tracking by the Department Coordinator;

  • Review progressive classes of construction cost estimates, as well as review invoices and change orders;

  • Monitor contingency use;

  • Procure consultants and development team members including, preparation of scopes of work and administering request for proposal processes;

  • Make recommendations to the Stakeholders for consideration;

  • Evaluate submitted proposals;

  • Negotiate terms of contracts with consultants;

  • Supervise the issuing of purchase orders;

  • Monitor the quality of deliverables;

  • Coordinate the architect and builder to produce a tender price;

  • Manage the coordination of stakeholders, consultants, and partners, to ensure project success;

  • Oversee preparation of development project design and construction documentation;

  • Coordinate project team meetings during design development;

  • Liaise with legal counsel on contracts and other matters as required;

  • Monitor construction progress and preparation of close-out documentation;

  • Work directly on behalf of OAHS with development partners, prepare and coordinate the execution of Memorandum of Understanding (MOUs) with development partners, and manage partner relationships throughout the development stages;

  • Draft and develop proposals in response to requests for expression of interest;

  • Create business cases for potential developments and convey complex information clearly and accurately;

  • Coordinate the preparation and writing of professional documents, including feasibility reports, business cases, funding proposals, financing applications, project charters, and development progress reports tailored to the specific Stakeholder/Partner;

  • Undertake regular communication by email, in- person meetings, phone calls;

  • Supervise the management of files to ensure all development information is appropriately documented and secure;

  • Provide presentations to the OAHS or Stakeholder Board of Directors as required and liaise with representatives from the Municipality and other levels of government, funders, lenders, and other groups as required; and

  • Other duties as assigned.

To qualify for this role, the successful candidate will have the following qualifications and skills:

  • Completion of a four-year post-secondary technical degree, such as architecture, engineering or planning;
  • Three years of related work experience, in the fields of architecture, construction, land use planning and/or real estate development;
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements;
  • Understanding of Indigenous cultures, urban Indigenous communities, and urban Indigenous service delivery landscape across Ontario considered an asset;
  • Commitment to support OAHS’ goals and objectives while maintaining demonstrated values rooted in kindness, respect, and empathy;
  • Ability to actively role model OAHS’ strong and healthy organizational culture, live the teachings and principles of Indigenous cultures, and represent the organization in a highly professional manner;
  • Highly motivated to work independently in a fast-paced office environment on multiple competing priorities and demonstrated ability to meet strict deadlines with high-quality, successfully completed projects;
  • Knowledge of Google Suite as well as Adobe Suite;
  • Advanced verbal and written communication in English;
  • Ability to communicate in French would be considered an asset;
  • Project management certification would be considered an asset;
  • Demonstrated strong working knowledge and understanding of affordable housing, building codes, construction, land and real estate development, or land use planning;
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Microsoft Project, and comfort with digital communication platforms, and ability to adapt swiftly to new applications and technologies;
  • High degree of self-motivation, accountability, and ability to meet deadlines in a fast-paced environment;
  • Independent thinking and definite judgement are required;
  • Responsible for providing direct day-to-day supervision of staff, if needed, and/or contractors;
  • Responsible for developing new or changing procedures;
  • Ability to maintain confidentiality.
