The Department of Citywide Administrative Services’ (DCAS) Division of Energy Management (DEM) serves as the hub for emissions reduction and energy management for the city government portfolio. DEM develops the City’s annual utility energy budget; manages the City’s utility accounts; helps our agency partners identify and pursue energy-saving opportunities at their facilities; leads energy efficiency and distributed generation projects across the City’s portfolio; and helps implement operations and maintenance best practices.
DEM seeks to hire a Deputy Director for the Operations unit. The Deputy Director, Capital Project Implementation, will be responsible for managing and overseeing the delivery of a large portfolio of energy-efficiency projects under the New York Power Authority (NYPA) program. The Deputy Director will support the Executive Director, Capital Project Implementation in the management of this major capital implementation program to ensure the proper and timely implementation of energy efficiency capital projects.
The Deputy Director will provide administrative and technical leadership for capital project planning and delivery while managing staff, consultants, contractors, and design-build teams engaged in energy-efficiency projects at City facilities.
Key responsibilities include:
- Overseeing a diverse portfolio of turnkey energy-efficiency capital projects by providing direction, coaching, and support to program and senior project managers responsible for project planning, design, construction, commissioning, and closeout. The Deputy Director will establish priorities, uphold performance standards, ensure compliance, and promote continuous improvement.
- Managing existing project delivery channels and developing new implementation strategies. This includes oversight of design-bid-build and design-build projects under the NYPA ENCORE Program, ensuring projects are aligned with DEM standards and assigned to appropriate delivery models. The role also involves reviewing and providing recommendations on design packages, RFQs, RFPs, and construction documents.
- Supporting division-wide financial management by contributing to capital funding allocation strategies, long-term capital planning, and annual utilization targets. Responsibilities include monitoring contract registration, funding encumbrances, payment approvals, change orders, and capital fund management.
- Providing technical guidance and quality assurance through the development of technical standards, specifications, and evaluation tools. The Deputy Director will support energy analysis, measurement and verification activities, and implementation of industry best practices to maximize energy savings, operational performance, and cost-effectiveness.
- Building strong partnerships with agency stakeholders, building operators, project teams, procurement staff, budget officials, and senior leadership. The role requires proactive problem-solving, removing project barriers, and strengthening interagency collaboration.
- Managing program data collection, tracking, and reporting to ensure accurate monitoring of project schedules, budgets, scopes, energy savings, emissions reductions, and contributions toward City sustainability goals. The Deputy Director will maintain project databases and support performance reporting.
Their primary responsibilities will be to exercise full administrative and technical responsibilities for capital project planning and delivery, and to manage staff and design builders engaged in the design and construction of energy efficiency capital projects at city facilities. With wide latitude for the exercise of independent judgment and initiative, the Deputy Director will be charged with the following:
- Overseeing a diverse portfolio of turnkey energy efficiency capital projects: Provides overarching direction, coaching, and support to program and senior project managers, whose staff conduct and manage planning, design, construction, commissioning, and close-out of capital projects. Sets the course, upholds high standards for performance management efforts, enforces compliance, and drives continuous improvement.
- Overseeing existing project delivery channels and developing new delivery strategies: Provides oversight, direction, and relationship management for DEM’s existing project delivery channels, including design-bid-build and design-build under the ENCORE Program with the New York Power Authority (“NYPA”). Ensure that projects are conceptualized, framed, and selected to the appropriate delivery model, following DEM’s standards, parameters and guidelines. Oversee, review, provide comments, and make recommendations on design packages, RFQs, RFPs, and construction documents submitted by designers and contractors for proposed or underway energy efficiency projects.
- Driving efforts to achieve division-wide financial commitments: Supports the program capital funding allocation strategy and provides feedback on the five- and ten-year capital plans. Responsible for meeting annual targets for capital utilization, including contract registration and funding encumbrances. Monitors and provides an oversight of payment approvals processes, work order changes, and capital fund liquidations.
- Provide technical guidance and quality assurance: Provides support for the development of technical tools, specifications, and guidelines for DEM engineers to utilize in evaluating potential projects, conducting energy analysis, and measuring the impact of DEM investments via measurement and verification (M&V) activities. Implement industry’s best practices to ensure that high efficiency building systems are being designed, procured, constructed, and operated for optimal impact and cost-effectiveness.
- Liaising with agency partners, project delivery partners, and other stakeholders: Forms strong working relationships and establishes open communication with key constituents at partner agencies, including those responsible for energy management, building operators, capital project execution, and budgetary oversight and procurement, as well as agency senior leadership. Through direct intervention and coaching, works to clear roadblocks and create opportunities for deeper and more impactful agency collaboration.
- Managing program data collection, tracking, and reporting: Perform program data collection and tracking required to ensure accurate, on-demand project reporting in a range of areas, including compliance with project schedule, budgets, and scopes, energy savings and avoided emissions; and projects’ contributions towards the City’s goals. Maintain relevant DEM project tracking databases.
Only permanent employees in the civil service title of Administrative Energy Conservation Specialist, and comparable titles, or those reachable on the Administrative Energy Conservation Specialist civil service exam are eligible to apply.
Education
- Law will be credited for four (4) years of acceptable experience.
License Requirement:
- A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. This license must be maintained for the duration of the assignment.
