Country / Site Manager

About the Role This permanent, full-time CONUS-based role will be based in Melbourne, FL, with remote work allowed and periodic visits to customers and program support locations. The Country / Site Manager will lead aviation operations and program management for the INL/A Worldwide Aviation Support Services (WASS) program, coordinating fixed-wing, rotary-wing, and SUAS activities and serving as the primary on-site interface between INL/A and contractor teams. What You'll Do

• Serve as single point of contact for the Senior INL/A representative on site (typically the Senior Aviation Advisor or Aviation Operations Director) to initiate, conduct, coordinate, and communicate all operational plans.
• Facilitate all operational planning activities; maintain liaison with INL/A, associate contract leads, and other stakeholders to effect plans, coordination, de-confliction, and execution of INL/A directed activity in-country.
• Act as subject matter expert on policy and operational practices; manage multi-function project management; report to Manager from PSO at HQ and SAA/AOD in-country; oversee all technical and management functions of the Task Order; serve as the primary interface between INL/A and associate contracts; prepare customer briefings; and have authority to obligate corporate funds within scope.
• Lead Pre-Award & Proposal Development with the Capture Manager; shape the Program Management approach, governance, and performance sections; ensure alignment of solutions, staffing, and long-term contract sustainability.
• Validate maintenance, supply chain, quality, safety, and subcontractor strategies; coordinate with Transition Manager for seamless integration between transition and steady-state execution.
• Collaborate with pricing, contracts, HR, supply chain, IT, and other SMEs to ensure realistic labor ramp profiles and management controls; participate in solutioning sessions and color-team reviews; ensure KPI and aircraft availability metrics are measurable and contract-aligned.
• Maintain traceability between proposal commitments and post-award management processes; upon award, rapidly convert proposal artifacts into executable program baselines (staffing, governance, reporting, risk registers). What We're Looking For
• Minimum of 10 years in management and operations of a mixed rotary- and fixed-wing fleet, or 15 years’ experience without a degree; 10 years of technical/professional management, including five years in program management, with at least 1 year in projects of similar size and scope.
• Thorough knowledge of FAA regulations and other applicable guidelines related to contract operation.
• Prior U.S. military aviation service; experience in host nation military advisory and leading work groups is desired. Compensation & Benefits
• Contract Period of Performance: 10 years; interim employment offered immediately on a consulting basis. Full-time employment contingent upon contract award.
