About the Role The Counsel / Senior Counsel – Institutional and Administrative provides legal advice and services to support AIIB's operations and corporate governance, interpreting the internal legal framework and policies to safeguard the Bank's mandate. The role leads in institutional, administrative, and governance matters, mentors junior lawyers, and helps strengthen AIIB's internal legal framework. What You'll Do
- Lead the provision of legal and policy advice to the Office of the President and Corporate Secretary Vice Presidency on outreach to Member governments, board processes, governance effectiveness, and related matters.
- Advise on interpretation of AIIB's constituent instruments, internal legal framework, and other legal instruments adopted by AIIB's governing organs.
- Develop, draft, and lead negotiations of legal instruments with Member governments on privileges, immunities, exemptions, facilities, host arrangements, including AIIB's headquarters and offices outside the HQ.
- Lead advising the Administration Vice Presidency on institutional and administrative matters, including HR policy formulation (employment, compensation and benefits, staff grievance mechanisms), and the application of these policies to specific cases; cover procurement, facilities and admin services, records and information management, personal data privacy, security and emergency management; address IT governance issues such as social media, AI, and data governance.
- Support LEG in advising and continuing to develop staff grievance mechanisms, coordinate the functions overseeing staff grievances, and lead in defending the Bank against internal and external litigation.
- Lead advising ethics, integrity, and ombuds functions.
- Lead advising the Policy and Strategy Vice Presidency, Operational Partnerships Department, and MCDF Secretariat on external cooperation partnership initiatives and MCDF governance issues, and related matters.
- Take a principal role in developing and providing legal advice on AIIB's internal legal framework to align with Bank-wide governance objectives.
- Draft and revise legal advice, memoranda, opinions, guidance, and internal correspondence on institutional, corporate, and administrative matters.
- Pilot innovative approaches and improvements to work processes and products; coordinate with other multilateral development banks and development partners to advance AIIB's purposes.
- Contribute to knowledge management and publications; participate in department initiatives.
- Perform other assignments at the General Counsel's request to support effective department performance.
