Job title: Construction Surveillance Technician (CST) – NBSD
About the Role The Construction Surveillance Technician (CST) supports secure construction projects at NBSD by applying ICD-705 standards, Technical Surveillance Countermeasures (TSCM), and the Construction Security Plan (CSP) to deter and detect hostile surveillance. The role conducts rigorous physical inspections, enforces access control, documents activities, and coordinates with the Site Security Manager (SSM) to support final accreditation and ongoing site security.
What You'll Do
- Conduct thorough physical inspections and continuous surveillance of construction sites to identify and mitigate potential security threats and prohibited items.
- Enforce access control procedures for all construction personnel, visitors, vehicles, and equipment entering or exiting the site, and deny unauthorized access when necessary.
- Use approved government inspection equipment to screen all equipment, materials, and furnishings intended for use in the controlled construction area to ensure no tampering.
- Photograph and document construction activities; maintain detailed daily logs and incident reports for submission to the Site Security Manager (SSM) on a daily/weekly basis.
- Coordinate with the SSM, site security personnel, and construction workers to enforce applicable security measures and ensure adherence to CSP and ICD-705.
- Escort uncleared personnel as required and provide weekly activity summaries to the COR and SSM.
- Read and analyze designs and blueprints to understand architect’s intended use; ensure security considerations are incorporated into construction.
- Maintain compliance with all site safety policies, wear required PPE, and uphold professional conduct in all interactions.
- Collect and preserve documentation for final accreditation packages, including daily activity records and incident photos.
What We're Looking For
- Active Top Secret clearance with a favorably completed T5 or T5R equivalent investigation.
- Ability to gain and maintain facility access to Naval Base San Diego.
- Valid certificate for successful completion of a forty (40) hour or greater CST Training Course.
- Security experience related to ICD-705 construction, intelligence operations, counterintelligence operations, counter-surveillance operations, technical surveillance countermeasures, physical security, or a combination of these experiences.
- One year of experience working as a CST, Site Security Coordinator (SSC) or Site Security Manager (SSM) on ICD-705 construction projects or working as Physical Security, SSO.
- Knowledge of technical listening devices commonly used by foreign intelligence services.
- Experience identifying threats, vulnerabilities and potential risks.
- The ability to inspect materials being delivered.
