About the Role The Construction Surveillance Technician (CST) will perform construction site security services through the life span of the project as directed by the Lead CST, within ICD-705 requirements. CSTs will use established security procedures to deter technical penetrations and thwart implanted technical collection devices in support of the Site Security Manager. CSTs will follow and report any violations of construction site SAPF physical security requirements per the approved Construction Security Plan (CSP).

What You'll Do

• Provide roving security for SAPF areas in accordance with ICD 705, maintaining a Master Access Roster (MAR) of all personnel authorized access and ensuring patrons are free from Personal Electronic Devices (PEDs) when accessing SAPF areas.
• Begin surveillance of non-cleared workers at the start of secure-area construction or major utilities installation; clear and secure areas at end of each shift.
• Perform daily access control; conduct identification checks and searches to ensure entrants to the four SAPF areas have authorized access; document and submit daily reports including any attempted unauthorized site access.
• Attend required daily or weekly Quality Control/Production meetings, Safety meetings, and other in-person onsite meetings as directed by the Lead CST.
• Generate and submit security incident and compliance violation reports to the Lead CST and Government SSM/AO(s) per the CSP.
• Maintain and document jobsite visitors in a logbook with entry and exit times for each SAPF area.
• Document security violations or CSP deviations in the daily activity log and notify the Lead CST and SSM.
• Travel as required (0-10%).

What We're Looking For

• Thorough knowledge of ICD 705 and DODM 5105.21 Physical Security requirements, including ICD 705 Technical Specification; familiarity with UFC 4-010-05 and other UFC construction guidelines.
• Completion of CST/CAG (Construction Security Technician/Cleared American Guard) course (or equivalent) and an applicable TSCM (Technical Surveillance Counter Measures) course (or equivalent).
• Current TOP SECRET clearance based on a T5/T5R or equivalent background investigation and SCI-ICD 704 eligibility.
• Experience: at least 3 years as a CST in at least one of: construction security surveillance, TSCM, Industrial or Government security involving counterintelligence, construction quality assurance, or hands-on supervisory construction experience.
• Ability to read and analyze designs, drawings and specifications and recognize the architect’s intent; capable of analyzing designs and structural complexities.
• Knowledge of TEMPEST construction principles; familiarity with devices used by hostile and allied intelligence services for clandestine surveillance.
• Fluency in English (written and spoken) to provide detailed reports and analysis.
• Ability to make independent decisions, show initiative, and work with minimal supervision; reside within a local/regional radius (150 miles) of NAS Lemoore.
