Construction Surveillance Technician (CST)

About the Role Cape Fox Corporation is seeking Construction Surveillance Technicians (CSTs) to provide construction security surveillance on project sites. The role requires hands-on field work, strong knowledge of surveillance countermeasures, and an active security clearance (Secret or Top Secret). CSTs will work across multiple sites with teams that have varied backgrounds. What You'll Do

• Provide construction security surveillance on active or under-construction facilities to detect and deter clandestine surveillance and ensure compliance with security requirements.
• Analyze architectural, mechanical, electrical, and electronic engineering designs and blueprints to understand intended use and identify vulnerabilities.
• Apply Technical Surveillance Countermeasures (TSCM), PHOTOINT, IMINT techniques, and other devices to monitor and counter threats.
• Implement and train in countermeasures to protect against technical penetration; work with contractor teams on-site.
• Travel to project sites as required and adapt to weather-exposed environments.
• Collaborate with contractor teams to ensure security requirements are met across phases of construction or renovation.
• Maintain documentation and communicate security status to project stakeholders. What We're Looking For
• High school diploma or equivalent with 3-5 years total experience in one of the following areas: a) Construction security surveillance b) Technical surveillance countermeasures c) Government security involving counterintelligence d) Construction quality assurance e) Hands-on (documented) supervisory construction experience f) Military Service g) Law Enforcement
• Must possess at a minimum an active Secret or Top Secret security clearance.
• Familiar with typical office machines (copiers, fax, digital senders) and typical office administrative software (e.g., Microsoft Word, Excel).
• Meet physical requirements necessary for the job, including the ability to navigate stairs and stand for extended periods in and around a construction site; sites may be open to inclement weather.
• Ability for some travel, if required.
• Possess a valid Department of State Construction Surveillance Technician (SE631) certification.
• Knowledge of construction disciplines, to include Architectural, Mechanical Electrical, and Electronic Engineering principles.
• Capable of analyzing designs and blueprints, and of recognizing the architect’s intended use and design concept.
• Capable of analyzing designs and structural complexities, thereby prohibiting their exploitation or utilization to mask ulterior purposes not intended by the architect.
• Knowledge of Technical Surveillance Countermeasures, PHOTOINT, IMINT techniques, and construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
• Trained and experienced in all countermeasures employed to protect against technical penetration.
• Trained and thoroughly knowledgeable of the level of security required in various parts of each facility under construction or renovation as dictated by the progression of the project.
• Note: When making CSTs assignments for each specific project site, the Contractor’s team will possess a mixture of experience and backgrounds.
• Additional Lead CST Requirements: 1) Experience in a CST role with leadership or supervisory capacity. 2) Demonstrated leadership abilities, including experience in managing teams, coordinating projects, and resolving conflicts. 3) In-depth knowledge and expertise in construction surveillance, with the ability to troubleshoot complex issues and provide advanced technical support. 4) Excellent verbal and written communication skills, with the ability to effectively convey technical information to both technical and non-technical stakeholders. 5) Proven experience in planning, executing, and overseeing projects. 6) Strong analytical and problem-solving skills, with the capability to identify issues, develop solutions, and implement corrective actions. 7) Experience in training and mentoring CSTs, fostering a collaborative and supportive team environment. 8) Ability to adapt to changing technologies and work environments, staying current with industry trends and advancements. 9) Thorough understanding of industry standards, regulations, and compliance requirements, ensuring all activities adhere to relevant guidelines.
