About the Role
Construction HSE Supervisor (LOTO) will oversee HSE activities on site in Al Jubail and ensure compliance with TCM HSE policy, regulations, standards and procedures. The role focuses on LOTO coordination, risk reduction, training, incident investigations and close collaboration with clients and contractors to uphold safety on the project.
What You'll Do
- Perform hazardous analyses (JHA) and participate in Job Safety Analysis (JSA).
- Verify adequacy and application of the site HSE plan and related procedures; prepare revisions.
- Update HSE documentation during all construction phases when necessary.
- Ensure subcontractors perform activities per HSE procedures and standards; enforce corrective actions.
- Organize and participate in periodic HSE walks, inspections and audits; prepare reports and action plans; follow up on corrective actions.
- Organize, coordinate and participate in HSE training on site.
- Organize and participate in site HSE meetings; prepare minutes of meetings (MOM).
- Cooperate with client on work permits issuance.
- Investigate work accidents; identify corrective measures to prevent recurrence; maintain accident records and preventive focus.
- Conduct indoctrination/training of personnel; promote safety culture.
- Lead and coordinate the site HSE committee comprising contractor and subcontractor HSE representatives.
- Lead and coordinate the site emergency response team and fire prevention/fighting team; organize training and drills.
- Prepare the HSE section of the construction monthly progress report and other periodic reports.
- Prepare and update site HSE statistics; compare performance with project and corporate HSE objectives; propose recovery plans as needed.
What We're Looking For
- University degree or diploma in any engineering or equivalent.
- Minimum 10 years’ experience in HSE in construction, fabrication, installation and/or commissioning projects/operations in oil & gas or petrochemical industries focusing on LOTO coordination.
- Relevant experience in 3 major EPC projects; oil & gas, petrochemical sector.
- NEBOSH GC/IGC certificate.
- ARAMCO approval will be an added advantage.
- Excellent communications and interpersonal skills; attention to detail; strong management and team-oriented abilities; self-motivation and timely performance.

Compensation & Benefits
- Salary: Excellent salary package with benefits (salary details not specified).

- Rotation: 60 days on site / 10 days off (paid) plus 2 days traveling (paid).
- Working hours: 10 hours per day (including 1 hour break).
