NYS Department of Environmental Conservation Vacancy
The Conservation Operations Supervisor 1 (COS1) will support our recreation program by supervising campground staff and managing day-to-day operations.
Duties include establishing staff work schedules, observing work in progress, collecting and processing recreation financial reports for review, overseeing maintenance and minor construction activities, procuring supplies and materials from vendors under state contract and using preferred sources as required, obtaining quotes for various projects, preparing purchase requisitions, tracking supplies, materials, and equipment, and submitting schedules, reports, and work orders accurately and on time.
The COS 1 will assist with maintenance and work planning, assist with the recreation spending plan, special events, and NYWORKS, Adventure NY, and Capital projects.
The COS1 will also be a working supervisor of one or more small crews responsible for completing a variety of tasks. These responsibilities may include the supervision, maintenance, operation, rehabilitation, improvement, or construction of department infrastructure and facilities.
Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:
Promotional: You must be a qualified employee of the New York State Department of Environmental Conservation and have had 12 months of permanent competitive, non-competitive, or 55-b/55-c service as a Construction Equipment Operator, General Mechanic, Trades Generalist, Labor Supervisor, Facility Operations Assistant 2, Maintenance Assistant, Maintenance Assistant Mechanic, Service & Repair Assistant (Motor Equipment), or Maintenance Assistant Parks.
OR
Open Competitive: Three years of experience in general construction or maintenance.
Candidates may also be eligible via the following:
Reassignment - Currently in title and an employee of DEC.
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis.
- 55-b/55-c Appointment: Candidates must meet the open competitive minimum qualifications above and include with their resume or application, copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
Note: If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify under NY HELPS or 55-b/55-c cannot be considered.
Additional Comments Transportation needs of this position require use of a state vehicle and adhering to the Department’s Vehicle Policy. You must have and maintain a valid driver’s license for this position.

Salary
Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
