About the Role The Community Development Specialist I evaluates proposed community development projects and helps develop neighborhood plans that support the City of Dayton's redevelopment goals. The role also processes applications and, when appropriate, grant awards; writes and reviews rehabilitation specifications; prepares bid packages; and monitors construction and contract compliance. Duties include conducting research, financial analysis, preparing grant applications, budgets, and project completion reports, and managing departmental budgets and financial systems. What You'll Do
- Evaluate proposed community development projects and assist in implementing neighborhood plans aligned with redevelopment goals.
- Process applications and, where applicable, grant awards for assigned projects and programs; prepare and monitor contracts and provide technical assistance to agencies.
- Write and review rehabilitation specifications, prepare bid packages, monitor construction activities, approve construction work, and authorize payments; oversee project execution and compliance.
- Conduct research and financial analysis; assist in preparing grant applications, budgets, and project completion reports.
- Manage departmental budgets and financial systems including purchase orders, contracts, and personnel information; prepare periodic and annual progress reports. What We're Looking For
- Bachelor's degree in Business, Finance, or Urban Studies, or an equivalent field; degree from a college/university accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region.
- Valid driver's license at time of appointment and thereafter.
- Background check and evidence of Employment Authorization and Identity required; pass any level of background investigation.
- Medical examination and drug and nicotine testing required; final appointment contingent upon passing medical exam including drug screen; nicotine screening required; tobacco and nicotine-free condition for continued employment.
