About the Role
Cape Fox Mountain Point seeks a combined Quality Control Manager (QCM) and Site Safety and Health Officer (SSHO) to lead the safety and quality programs on federal construction projects. The role involves developing and implementing site-specific health and safety plans, managing the Contractor Health and Safety Program per EM 385-1-1, and overseeing QC plans and subcontractors to ensure compliance and a zero-accident culture.
What You'll Do

Ensure that the requirements of 29 CFR 1926.16 are met for the project.

Develop and execute health and safety plans in the workplace according to OSHA guidelines and EM 385-1-1.

Be on the work site at all times to implement and administer the Contractor's safety program and Government-accepted Accident Prevention Plan.

Conduct daily safety and health inspections and maintain a written log including area/operation inspected, date of inspection, identified hazards, corrective actions, and corrective dates; attach safety inspection logs to the Contractors' daily production report.

Conduct mishap investigations and complete required accident reports; report mishaps and near misses.

Use and maintain OSHA's Form 300 to log work-related injuries and illnesses for Prime Contractors and subcontractors; make available to the Contracting Officer upon request; post Form 300A on the site Safety Bulletin Board.

Maintain applicable safety reference material on the job site.

Attend pre-construction conferences, pre-work meetings, preparatory meetings, and periodic in-progress meetings.

Review APP and AHAs for EM 385-1-1 compliance; approve, sign, implement and enforce them.

Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.

Ensure subcontractor compliance with safety and health requirements.

Maintain a list of hazardous chemicals on site and their MSDS/SDS.

Maintain a weekly list of high hazard activities involving energy, equipment, excavation, confined spaces, and elevation, and discuss details during QC Meetings.

Provide and maintain site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors.

What We're Looking For

Minimum qualifications defined by EM 385-1-1 for the QCM/SSHO role.

Experience developing and implementing Safety and Occupational Health programs and quality control programs.

Ability to conduct training, investigations, and provide recommendations for a safe and compliant workplace.

Ability to manage OSHA records (Form 300/300A) and maintain safety references on site.

On-site presence required; willingness to travel across the Southern United States; ability to supervise subcontractors and safety/quality staff.

Strong knowledge of safety regulations (EM 385-1-1 and 29 CFR 1926) and risk assessment.

Compensation & Benefits

Salary range: $95,000 - $130,000 per year (USD).
