About TMCF Thurgood Marshall College Fund (TMCF) champions the Black college community by providing scholarships, innovative programs and strategic partnerships for K-12 and higher education since 1987. TMCF serves students at historically Black colleges and universities (HBCUs), historically Black community colleges (HBCCs) and PBIs, and partners with top employers to expand access and opportunities. What We Do TMCF transforms lives at HBCUs, PBIs and HBCCs through scholarships, capacity-building initiatives and connections to top employers. TMCF levels the playing field and advances equity, access, and inclusion for Black students and institutions. Leadership Team Dr. Harry L. Williams — President & CEO, TMCF Dr. Williams leads TMCF, overseeing its 57 member schools and guiding growth, including partnerships with Fortune 500 companies and strategic advocacy for HBCUs. His leadership has driven revenue growth and positioned TMCF as a premier source for diverse talent and policy engagement. He was formerly President of Delaware State University and has held senior roles at UNC System, Appalachian State University and NC A&T State University. He earned bachelor’s and master’s degrees from Appalachian State University and a doctorate from East Tennessee State University. He has been recognized with numerous awards and chairs a network that supports HBCU leaders and sustainability. Aisha T. Brown — Chief Operating Officer & Chief Strategy Officer Aisha Brown oversees the organization’s operations, program support and finances, including budget development and reporting to the board. She previously served as Director of Finance & Administration at the International Labor Rights Forum, where she led finance, HR, administration and IT, and worked closely with the Board on audit and compliance. She earned a BA from the University of Virginia and has studied Business Management and Finance.
