CHIEF INFORMATION OFFICER: RE-ADVERTISEMENT OF A FIXED-TERM POSITION

About the Role The Chief Information Officer (CIO) will lead the NCC's ICT function on a fixed-term five-year contract, renewable based on performance. The role requires developing and managing ICT strategy and operations to support the NCC’s mandate, while ensuring secure, reliable and scalable technology platforms. What You'll Do

• Direct ICT operations and infrastructure management, coordinating NCC computer requirements and supervising LAN/WAN, database environments, application development, and IT support services to ensure availability and reliability.
• Manage stakeholder engagement and vendor relationships, including renewal of maintenance contracts, requirements gathering, contract negotiations, and monitoring service delivery for ICT projects, hardware, software and services.
• Coordinate IT procurement for NCC, including acquisition of databases, servers and desktop environments, deployment of IT resources, and evaluation of requisitions and payments.
• Develop, monitor and evaluate norms and standards for ICT; assess NCC needs, draft and maintain standards, and monitor their effectiveness.
• Provide strategic direction for ICT, developing policies, protocols, norms and standards; direct research of best practices, benchmarks and impact assessments; allocate resources and monitor programme deliverables.
• Oversee application system changes, including impact assessments, prioritisation, emergency changes, status tracking, documentation and change closure.
• Ensure information security through backups, business continuity planning, cybersecurity policies and compliance with data protection regulations.
• Conduct risk management: identify risk areas, implement mitigation measures, report progress, and maintain disaster recovery and business continuity capabilities.
• Manage stakeholder relationships with ICT role players and support effective collaboration across the NCC and external partners.
• Oversee the Opt-out register implementation and ongoing management, including policies, security, accessibility and performance monitoring.
• Ensure regulatory compliance and robust cybersecurity controls across ICT and data assets. What We're Looking For
• Postgraduate qualification in Information Technology, Computer Science, Electronic Engineering or related field (minimum 3-year qualification); drivers license.
• A minimum of 6 years of managerial experience in an ICT environment.
• Proficiency in MS Office and general computer literacy as required for the role.
• Demonstrated experience in ICT strategy, governance, vendor management, change management and information security. Compensation & Benefits
• Total Cost to Employer: R1,317,384 – R1,551,807 per annum.
