About this role

About the Role The Career Advancement Counselor supports the NH Employment Program (NHEP) by delivering career counseling and upskilling services to TANF participants and participants in the Earned Income Disregard and Post-TANF programs. This in-person role aims to increase employment outcomes, job retention, wage progression, and credential attainment, working under the supervision of the local CAPHR Field Support Manager. The position is based at the local CAP office in New Hampshire. What You'll Do

  • Work with the Bureau of Employment Supports (BES) Career Counselors for a smooth transition from the NHEP/TANF program to the Post-TANF Program or the Earned Income Disregard pilot program to ensure participants are aware of expanded benefits and support services.
  • Identify and contact prospective participants to enroll in the Post-TANF Program.
  • Provide program information to prospective participants to share available supports.
  • Assess participants’ needs and address barriers to determine goals and objectives in the Post-TANF and Earned Income Disregard programs.
  • Provide individualized transitional, support, employment, training, education, job preparation, barrier resolution, job retention/post-employment, career development/counseling/advancement, and re-employment services.
  • Promote upskilling to enhance eligibility for higher wage positions.
  • Support and assist participants in training and credentialing attainment.
  • Approve, monitor, and provide support service payments for NHEP Employment & Training Services (ETS) including training, transportation allowances, auto repairs, dental care, uniforms and tools, and child care.
  • Meet participants in the local office, libraries, community colleges, community resource centers, One Stop Centers, and other convenient locations.
  • Make and document at least three (3) contact attempts within ten (10) business days of receipt of a new referral, using different contact methods.
  • Make and document at least two (2) contact attempts per month for Disregard and Post-TANF participants, using different contact methods.
  • Enter accurate and complete data for all contacts with participants into the State of NH New HEIGHTS system on the day the contact was made or service was delivered.
  • Participate in required meetings and on-site monitorings as needed.
  • Prepare and submit a monthly programmatic statistical report. What We're Looking For
  • Ability to coordinate with BES Career Counselors to ensure smooth transitions and participant awareness of benefits.
  • Capacity to identify, contact, and enroll prospective Post-TANF participants.
  • Strong assessment skills to identify needs, barriers, and goals for Post-TANF and Earned Income Disregard participants.
  • Experience delivering a broad range of services (employment, training, education, job preparation, barrier resolution, career development/counseling/advancement, re-employment).
  • Commitment to upskilling and credential attainment, including support for training and credentialing activities.
  • Experience approving and monitoring support service payments (ETS) for various needs (training, transportation, auto repairs, dental care, uniforms/tools, child care).
  • Comfortable meeting participants in diverse settings (office, libraries, colleges, resource centers, One Stop Centers).
  • Strong data entry and documentation skills, including NH New HEIGHTS system usage.
  • Ability to meet attendance requirements, participate in meetings, and handle monthly reporting.
  • Excellent communication, outreach, and organizational skills. Compensation & Benefits
