Job Purpose

The Tendering Manager is responsible for leading and managing all tendering and commercial proposal activities across the Projects business. The role ensures the development of competitive, accurate, compliant, and profitable tenders while supporting strategic growth objectives. The Tendering Manager collaborates closely with Sales, Commercial, Operations, Procurement, Finance, Legal, and Project Management teams to deliver high-quality submissions and maximize tender conversion rates. The position also drives tender governance, pricing strategy, continuous improvement, and team development.

Key Responsibilities

• Lead the end-to-end tender management process for RFIs, RFQs, RFPs and large-scale project opportunities throughout the UAE region.
• Review customer requirements, technical specifications, contractual obligations, and scope documentation to determine tender strategy and resource requirements.
• Establish bid/no-bid recommendations based on commercial viability, operational capability, risk exposure, and strategic alignment.
• Ensure all tender submissions are delivered accurately, professionally, and within required deadlines.
• Develop and maintain regional tendering standards, templates, processes, and governance procedures.
• Oversee commercial pricing strategies and ensure submissions achieve targeted profitability levels.
• Review freight, transport, chartering, warehousing, customs, and project logistics cost models to ensure competitiveness and accuracy.
• Coordinate with Procurement, Operations, and external service providers to obtain pricing and capacity commitments.
• Validate assumptions, margins, contingencies, and escalation mechanisms within tender proposals.
• Act as the focal point between Sales, Operations, Finance, Legal, Procurement, and Project Management teams during tender preparation.
• Support customer presentations, clarification meetings, negotiations, and commercial discussions.
• Identify commercial, contractual, operational, financial, and compliance risks associated with tender opportunities.
• Ensure all tender submissions comply with company policies, governance requirements, and customer specifications.
• Review contractual terms and conditions with Legal and Commercial teams and recommend risk mitigation measures.
• Lead, coach, and develop the regional tendering team.
• Allocate resources and workloads to ensure effective management of multiple simultaneous opportunities.
• Set performance objectives and monitor team KPIs and service levels.
• Promote a culture of accountability, collaboration, and continuous improvement.
• Monitor tender pipeline, success rates, revenue opportunities, and profitability metrics.
• Prepare management reports on tender activity, win/loss analysis, and market trends.
• Drive continuous improvement initiatives based on customer feedback and tender outcomes.
• Maintain accurate records and reporting through CRM and other designated systems.
• Support strategic business development initiatives by identifying market opportunities and customer trends.
• Participate in regional strategic planning and business growth initiatives.

Education

• Bachelor's Degree in Logistics, Supply Chain Management, Business Administration, Commerce, Engineering, or related field.

Experience

• Minimum 8-10 years of experience within Project Logistics, Freight Forwarding, Heavy Lift, Oil & Gas, Energy, or EPC logistics.

• Minimum 3-5 years in a tendering, commercial management, pricing, or leadership role.

• Strong experience managing complex international project tenders.
