About the Role The City of Concord provides a flexible benefits program (BENEFLEX) and a Wellness Program to full-time employees and eligible dependents. This document outlines the program options, eligibility rules, enrollment timelines, and how benefits interact with taxes.
What You'll Do
- Serve as resource for BENEFLEX plan options (health, dental, vision, life, disability, medical and dependent care accounts) and pre-tax payroll deductions; communicate features and costs to employees.
- Conduct orientation/enrollment sessions for new employees and coordinate changes during plan year reopenings or life events (birth, adoption, marriage, divorce, employment status changes, loss of Medicaid or CHIP coverage).
- Manage Wellpoints Wellness Program, tracking earnable activities and redemption, including potential cashback if not needed for premiums or other needs.
- Explain plan year (July 1 – June 30), ACA dependent coverage rules (adult children 19–26), and IRS Section 125 compliance context.
- Liaise with and explain offerings from plan providers (Harvard Pilgrim, Delta Dental, Delta Vision, UNUM, etc.).
What We're Looking For
- Understanding of employee benefits concepts and plan structures (BENEFLEX, FSA, HDHP/HSA, life and disability insurance, PFML).
- Knowledge of ACA dependent coverage requirements and IRS Section 125 rules.
- Strong communication and customer-service skills to explain benefits and answer employee questions.
- Ability to coordinate enrollment sessions and manage benefit event windows.
- Experience in benefits administration or human resources is helpful.
Nice to Have
- Familiarity with the listed providers and benefit programs; experience using benefits enrollment systems or HRIS.
Compensation & Benefits
- Benefits are funded with benefit dollars for full-time employees, subject to annual City Council appropriation, and remain within plan rules. Unused benefit dollars may be taxable.
- Benefits take effect on the first of the month following hire date; plan year is July 1 through June 30.
- Wellpoints can offset employee share of health insurance premiums and may be used for other Beneflex benefits or cashback if not needed.
- Wellness program is available to all full-time employees and City-insured spouses; active participation promotes health and can reduce costs over time.
- Available plans include Harvard Pilgrim health plans (HMO 500, Elevate Health, HMO High-Deductible HSA), Delta Dental, Delta Vision, UNUM life and disability, and NH Paid Family & Medical Leave (PFML) with 60% wage replacement up to cap.
