Compensation & Benefits
The City of Concord offers a Beneflex flexible benefits program that combines direct wages with a comprehensive benefits package, including medical and dental coverage, life insurance, flexible spending accounts, dependent care, and disability plans. Benefits take effect on the first of the month following hire, with annual plan year July 1 through June 30 and annual funding subject to City Council appropriation.
Beneflex & Wellness Details
- Beneflex dollars are provided to each full-time employee for use in purchasing medical and dental benefits, subject to federal eligibility guidelines. Adult dependent coverage (ages 19-26) is provided in accordance with the Affordable Care Act.
- Changes to benefit selections are allowed during the group re-opening period before each plan year, or within 30 days of certain life events or within 60 days of Medicaid/CHIP coverage loss.
- The plan is governed by Section 125 of the Internal Revenue Code; money left over from benefit dollars after selection is treated as taxable income.
- A Beneflex orientation/enrollment session is held monthly for new hires.
- The Wellness Program offers wellpoints earned for activities such as benefit education, health questionnaires, fitness challenges, health screenings, and other wellness activities. Wellpoints can offset the employee share of premiums or be paid as cash in the paycheck if unused for medical premium.
- Wellpoints earned in the previous wellness year (June–May) are awarded at the end of May.
- The program includes a sophisticated health and wellness infrastructure designed to reduce costs and improve participant health, with benefits for attendance, morale, recruitment, and retention.
Current Benefits Options under Beneflex
- Health Care Plans: Three Harvard Pilgrim plans: HMO 500 ($25 copay); Elevate Health (T1-$25 copay, T2 - deductible with 20% coinsurance); HMO High-Deductible HSA ($2000/$4000 deductible).
- Dental Insurance Plan: Delta Dental plan providing diagnostic and preventive coverage with limited restorative and other services.
- Vision Insurance Plan: Delta Vision providing routine eye services and savings on glasses, contacts, and laser vision correction; voluntary with post-tax payroll deduction.
- Life Insurance: Core coverage through UNUM equal to one year of base salary (up to $150,000); upgrades in $1,000 increments (minimum $10,000) up to a maximum of $500,000; spousal coverage in $5,000 increments up to the employee coverage maximum; child life coverage in $2,000 increments up to $10,000.
- Income Protection: No-cost plan including sick leave, Short-Term Disability and Long-Term Disability through UNUM.
- NH Paid Family & Medical Leave (NH PFML): 60% wage replacement up to the social security wage cap for up to six weeks per year, after a 7-day elimination period.
