About the Role The posting provides an overview of the City of Concord's BENEFLEX flexible benefits program and Wellness Program. What You'll Do
- Explain BENEFLEX options and eligibility to new employees during orientation and enrollment sessions conducted monthly.
- Assist with enrollment and changes during the group re-opening period (before each plan year July 1–June 30) and after life events (birth, adoption, marriage, etc.).
- Coordinate with insurers (Harvard Pilgrim, Delta Dental, Delta Vision, UNUM) and manage payroll deductions (pre-tax) and plan-year budgeting.
- Support the Wellness Program by coordinating wellpoints, participation activities, screenings, and end-of-year payouts; communicate rules about cash-back if not needed for premiums.
- Explain tax and regulatory implications, including IRS Section 125 status and ACA dependent coverage rules for adult children 19–26.
- Provide ongoing information about eligibility and enrollment timelines and ensure compliance with plan rules.

Compensation & Benefits
- Provides BENEFLEX flexible benefits for full-time employees, including employer benefit dollars for medical and dental coverage, subject to annual City Council appropriation.
- Health Plans: Harvard Pilgrim three plans (HMO 500; Elevate Health; HMO High-Deductible HSA).
- Dental: Delta Dental plan with full diagnostic/ preventive coverage; limited restorative and other services.
- Vision: Delta Vision plan with routine eye services and discounts; post-tax payroll deduction.
- Life Insurance: UNUM core coverage up to 1x base salary (max $150,000); employee can upgrade in increments up to $500,000; optional spousal and child life coverage options.
- Income Protection: Short-Term and Long-Term Disability via UNUM; sick leave.
- NH Paid Family & Medical Leave (NH PFML): 60% wage replacement up to six weeks/year after 7-day elimination period.
- Wellness Program: Wellpoints credited for health activities; can offset employee share of premiums; end-of-year payout; wellpoints from June-May cycle.
