Job Description ProSidian seeks an Associate Subcontract Technical Representative (STR) for Program Support on a SCA – Service Contract Act / Service Contract Labor Standards (SCLS) Basis for Working On-Site (Client Site) in The Southeast | South Atlantic | CONUS Area (Aiken, South Carolina) Contract Contingent, generally located across the Aiken, South Carolina Across The Southeast | South Atlantic | CONUS Region supporting a High-hazard nuclear cleanup environment requiring disciplined staffing, safety, quality, security, and regulatory compliance.

We seek Associate Subcontract Technical Representative (STR) candidates with relevant Nuclear And Environmental Management Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Nuclear And Environmental Management Sector Clients such as SRMC. This as a Contract Contingent or Contract W-2 (IRS-1099) Subcontract Technical Representative (STR) Functional Area / Swim Lane / Category Discipline Professional - ProSidian Strategic Resourcing and Professional Staff Augmentation for Subcontract Technical Representative (STR) Solutions and Services Position; however, ProSidian reserves the right to convert to a Full-Time ProSidian employed W-2 Position.

JOB OVERVIEW

Provide services and support as an Associate Subcontract Technical Representative (STR) aligned with the Subcontract Technical Representative (STR) Functional Area / Swim Lane / Category Discipline in the Nuclear And Environmental Management Industry Sector.

This role focuses on Human Capital | Project Management | Engineering | Environmental | Compliance | Risk Management | IT Effectiveness | Business Process | Training Knowledge Management Solutions for clients such as Savannah River Mission Completion, LLC (SRMC) | SRMC Supply Chain / Procurement supporting the Liquid Waste Program under DOE prime contract 89303322DEM000068 Generally Located In Aiken, South Carolina and across the Southeast | South Atlantic | CONUS Region (Of Country/World) Working On-Site (Client Site).

Provide Subcontract Technical Representative (STR) Services and Solutions as a ProSidian Engagement Team Member working in a capacity that Supports subcontract technical oversight through planning, analysis, coordination, documentation, compliance, quality assurance, and stakeholder support. Keep service subcontracts safe, compliant, funded, and coordinated from pre-job planning through daily field execution.

RESPONSIBILITIES AND DUTIES - Associate Subcontract Technical Representative (STR) Responsibilities

Safety is a primary responsibility in each job performed. Obtain safety training, obey safety rules, and make safety an integral part of each task. Take necessary steps to stop work if continuing the activity is unsafe or will create an unsafe condition.

• Assists in day-to-day administration and oversight of low risk service subcontracts.
• Assists in the development of subcontract Statements of Work and other required/applicable documents.
• Assists in meeting coordination, including pre-job briefings. Interfaces with subcontractor and facility points of contact, Engineering, quality control, health protection, safety and other organizations.
• Ensures policies and procedure compliance by subcontractor personnel with support of higher level STR or manager.
• Utilizes the work management system to update work packages and associated documents/ permits and approvals.
• Assists in job walk downs to identify potential work hazards. Identifies and clarifies subcontractor introduced hazards and becomes familiar with the job site and surroundings.
• Acts as primary point of contact for all communications between the subcontractor and organization for day-to-day technical matters.
• Helps resolve customer and subcontractor problems and disputes.
• Assists with monitoring the expenditures of the subcontract to ensure funding limitations are not exceeded.
• Interfaces with the subcontractor and Finance/Accounting to obtain and document monthly subcontractor accrual information.
• Provides equipment or material accountability administration and support as necessary.
• Ensures that all STR required training and qualifications are maintained.

Qualifications

• For Associate Subcontract Technical Representative (STR) candidates:

• Bachelor's degree from an accredited university preferably in business, supply chain, or construction OR;

• An Associate's degree and 2+ years of experience in the areas of construction management, field Engineering, subcontract management

• Education / Experience Requirements / Qualifications

• Bachelor's degree from an accredited university preferably in business, supply chain, or construction OR;

• An Associate's degree and 2+ years of experience in the areas of construction management, field Engineering, subcontract management, procurement and purchasing, materials management, or other areas directly or peripherally related to the subcontract area OR;

• A high school diploma and 4+ years combination of education and/or experience as outlined above.

• Complete STR training within three months for qualification before being assigned to a subcontract

• US Citizen

• This position aligns with functional and technical requirements in the Nuclear And Environmental Management Sector and Associate Subcontract Technical Representative candidates principally support Subcontract Technical Representative Functional Area / Swim Lane / Category Disciplines.

• Responsible for oversight of on-site manual labor subcontracts and/or off-site subcontracts that encompass detailed coordination to ensure compliance with all subcontract requirements and involving Subject Matter Experts (SME) for quality, safety, security and the buyer, as necessary. Includes Service, Demolition and Environmental subcontracts that involve on-site manual work. Includes on-site work (manual or non-manual) in hazardous environments (i.e., radiological areas, confined space, exposure to hazardous energy, etc.), off-site work that involves/requires detailed coordination (i.e., analytical labs, M&TE services and repairs, hazardous waste related orders) and telecommunications subcontracts. Excludes construction subcontracts.
