Role Overview
We are seeking an Assistant Cost Manager to support the delivery of cost management services for large-scale advanced manufacturing and high-tech facility projects. This role will be involved in both Mechanical, Electrical & Plumbing (MEP) and Civil, Structural & Architectural (CSA) scopes, assisting with cost planning, procurement, contract administration, and financial reporting throughout the project lifecycle.
Key Responsibilities

Cost Planning & Estimating
-
Assist in the preparation of cost estimates, feasibility studies, and cost plans throughout various project stages.

Support cost benchmarking, quantity take-offs, and cost analysis activities.

Assist with value engineering exercises and cost optimization initiatives.

Monitor project budgets and track expenditure against approved cost plans.

Procurement & Tendering

Assist in the preparation of tender documentation and procurement packages for CSA and MEP works.

Support tender evaluations, commercial assessments, and recommendation reports.

Liaise with contractors, suppliers, and consultants during procurement activities.

Assist in maintaining procurement schedules and tender registers.

Post-Contract Cost Management

Support the management of variations, change orders, and contract administration activities.

Review contractor claims and assist with the valuation of work completed.

Maintain cost reports, variation logs, and project financial records.

Assist with final account preparation and project close-out activities.

Cost Reporting & Financial Control

Prepare regular cost reports, cash flow forecasts, and financial updates.

Monitor project commitments and expenditure against approved budgets.

Identify cost risks, trends, and potential budget variances.

Support monthly financial reporting and cost reconciliation exercises.

Project & Stakeholder Coordination

Work closely with project managers, engineers, consultants, and contractors to support project delivery.

Participate in design, procurement, and site coordination meetings.

Assist in ensuring commercial alignment between CSA, MEP, and project delivery teams.

Maintain accurate project documentation and commercial records.

Governance & Compliance
-
Support compliance with project controls, governance procedures, and reporting standards.

Assist with audits and commercial reviews when required.

Ensure cost management documentation is maintained accurately and in accordance with company requirements.
Qualifications
-
Bachelor's Degree in Quantity Surveying, Cost Management, Construction Management, Engineering, or a related discipline.

2–5 years of experience in quantity surveying, cost management, or commercial management roles.

Experience supporting construction projects involving CSA and/or MEP works.
-
Exposure to advanced manufacturing, semiconductor, industrial, pharmaceutical, data centre, or mission-critical projects is highly advantageous.

Previous experience within a cost consultancy, project management consultancy, contractor, or client-side environment is preferred.

Skills & Competencies

Basic understanding of pre-contract and post-contract cost management practices.

Knowledge of construction cost planning, procurement, and contract administration.

Strong analytical and numerical skills.

Proficiency in Microsoft Excel and cost management tools (e.g. CostX or equivalent is an advantage).

Strong communication and stakeholder management skills.
-
Ability to work effectively in a fast-paced project environment.
