About this role

Assistance Procurement Officer

The Hope Spring Community Humanitarian Initiative is a recognized non-governmental organization (NGO) registered with Nigeria's Corporate Affairs Commission (CAC). It operates primarily as the Nigerian arm or partner of Hope Spring Water, a UK-registered charity dedicated to improving access to safe drinking water, sanitation, and hygiene (WASH)

Key Responsibilities

  • Plan and execute procurement activities in accordance with approved budgets, annual procurement plans, and donor guidelines.

  • Prepare and issue requests for quotations (RFQs), tenders, and purchase orders, ensuring proper documentation and competitive processes.

  • Identify, evaluate, and maintain a database of reliable local and national suppliers, with preference for qualified vendors based in Maiduguri and Borno State where feasible.

  • Conduct market surveys, price comparisons, and negotiations to secure value for money without compromising quality or compliance.

  • Manage the full procurement cycle, including bid evaluation, supplier selection, contract preparation, and order tracking until delivery and acceptance.

  • Ensure compliance with organizational procurement policies, Nigerian public procurement principles (where applicable), and specific donor rules (e.g., transparency, conflict of interest, and documentation standards).

  • Coordinate with programme, logistics, and finance teams to forecast needs, schedule purchases, and avoid delays that could affect project implementation.

  • Maintain accurate procurement records, filing systems, and reports for audits, donor reviews, and internal monitoring.

  • Support logistics and asset management by verifying deliveries, checking quality, and facilitating proper receipt and distribution of goods.

  • Identify and mitigate procurement risks, including those related to security, market fluctuations, and limited supplier availability in Northeast Nigeria.

  • Contribute to capacity building of programme staff on basic procurement procedures and assist with periodic reviews of the procurement policy.
