Job Description

Reporting to the Chief Assessor, the Assessment Clerk is responsible for data entry, calculations, interpretation and using a variety of systems, databases and software programs, such as Camalot Software, Asset, GIS, MLS and Microsoft Office. This position ensures that property owners are provided with accurate information on current and previous taxes and assessments and provides expert technical assistance to departmental staff.

The Assessment Clerk may provide backup support to the Finance Department by responding to the public in answering questions and phone calls or redirecting as required.

Job Duties and Tasks:

  • Provide assessment-related services to customers and staff by:

  • Answering calls from ratepayers regarding assessment information and requests; answering in-person inquiries or redirecting as required.

  • Assisting ratepayers at the front customer service counter with assessment requests.

  • Assisting with the preparation and mailing of annual tax & assessment notices.

  • Creating the annual assessment roll for public viewing.

  • Providing accurate tax and assessment information to staff and public ratepayers.

  • Uploading the monthly land title changes file into Camalot, and providing to Assessors.

  • Reviewing title changes in Camalot and researching and rectifying any discrepancies.

  • Creating new property rolls in the Camalot system for newly subdivided parcels and researching and rectifying any discrepancies.

  • Processing and maintaining Government leases on Camalot software.

  • Maintaining spreadsheets developed with information extracted from various permits and surveys received by other departments within the County.

  • Maintaining lists of progressive building or inspection checks and compiling files digitally for Assessors.

  • Updating Assessor work group files with monthly MLS property sales.

  • Updating and tracking electronic notes to ensure property files are brought forward for re-inspection.

  • Interpreting data for consistency and clarity before inputting assessment and MLS sales data.

  • Entering changes for residential, commercial, farmland and industrial properties; checking calculations on the commercial cards.

  • Assisting Assessors with land, and Marshall and Swift calculations and setting up tables.

  • Balancing and posting the annual Designated Industrial properties from the provincial assessor on behalf of Municipal Affairs.

  • Preparing and processing 305 assessment changes and submitting reports to the provincial auditors of any changes to audit information after the cut-off date.

  • Maintaining and calculating residential exemptions for farmers and corporations pursuant to the Rural Assessment Policy.

  • Working with provincial assessors in tracking oil licenses and industrial memos (oil sites, plants where drilling is to take place, or equipment is being placed on site) and keeping Camalot up to date with the same information.

  • Verifying information entered in the GIS system to ensure accuracy and to ensure data is captured on the appropriate accounts.

  • Checking titles for the current year and setting up new parcels for any sub-divided parcels.

  • Conducting checks with other municipalities for information related to agricultural landowners.

  • Provides database and systems administration by:

  • Maintaining the tax/assessment roll with current information in Tempest and Camalot systems.

  • Preparing and uploading annual assessments to Alberta Municipal Affairs and preparing the annual upload from Camalot to Tempest.

  • Maintaining and setting up new tax & assessment codes and mill rates in Camalot.

  • Testing of program changes with software providers; troubleshooting problems prior to initiating a service request with software provider.

  • Entering changes for designated industrial property assessments which includes any reconciling of any assessment changes.

  • Verifying new assessment roll balance in the tax system after the annual assessment update from the Camalot system, working with Assessors and financial systems software provider to resolve problems.

Qualifications

  • Education and Experience:

  • Business diploma or an equivalent combination of education and/or related experience

  • Advanced computer experience supplemented by post-secondary training

  • Customer service training and work experience

  • Knowledge, Skills and Abilities:

  • Advanced working knowledge of computers, software and databases, including GIS.

  • Advanced knowledge of the Municipal Government Act in regard to tax notices, tax and assessment rolls, and assessment and industrial manuals.

  • Knowledge of County mapping and how to read County maps.

  • Ability to diagnose and resolve issues and problems related to the Assessment systems and databases.

  • Ability to work with property owners, companies and co-workers in a courteous and professional manner, sometimes in heated situations regarding tax and assessment information.

  • Ability to communicate effectively both verbally and in writing.

  • Ability to work independently and as part of a team.

  • Ability to prioritize and manage work tasks for self and to ensure prompt and accurate data entry by others, and achieve results within acceptable timeframes.

  • Ability to reconcile tax and assessment changes and check assessment calculations.

  • Work Schedule: This permanent full-time position entails a 35-hour work week. Monday to Friday from 8:30 to 4:30, with some overtime as required.

  • Hourly Pay Rate: 39.40 - 46.35
