About the Role
Cape Fox Federal Integrators (CFFI) seeks an Alternate Program Manager/Quality Control Manager to lead the full spectrum of IT program management for a federal government client, including contract execution, personnel management, quality assurance, and financial oversight to ensure mission success. This role is contingent upon award and requires on-site support at Dugway Proving Ground, UT.
What You'll Do

Plan, initiate, and manage IT projects; lead and guide technical staff; serve as liaison between business and technical aspects of projects; plan project stages and assess business implications for each stage; monitor progress to ensure deadlines, standards, and cost targets are met.

Develop and execute software test plans to identify software problems and their causes; develop, implement, and maintain the Quality Control Plan (QCP) to ensure contract performance meets or exceeds Government-defined standards and metrics.

Support the Program Manager in all aspects of contract execution, including planning, scheduling, performance monitoring, and reporting; assume full Program Manager duties during the PM’s absence to ensure continuity.

Manage day-to-day IT support services operations; oversee resource management, staffing, workload balancing, and assignment coordination to meet deliverable timelines.

Serve as primary point of contact for Government technical representatives and CORs in the PM’s absence; assist in preparation and submission of contract deliverables, status reports, and performance metrics.

Monitor contract financial performance, track expenditures against budget, identify potential cost or schedule variances, and support the PM accordingly; assist in risk identification and mitigation and maintain the program risk register.

Facilitate communication among technical staff, management, and Government customers; contribute to process improvement and development of standard operating procedures for IT service delivery.

Develop, implement, and maintain the QCP in accordance with contract requirements and industry best practices; monitor performance against PWS, SLAs, and KPIs; conduct quality audits and surveillance; document findings and develop corrective action plans (CAPs).

Track corrective actions through resolution; prepare quality reports, metrics, and trend analyses; coordinate with QAE and COR to address quality concerns and oversight activities.

Establish and maintain quality control documentation, conduct root cause analyses, facilitate preventive measures, and provide quality-related training and mentorship.

Review and validate deliverables prior to Government submission; maintain configuration management of quality documentation.

Travel up to 25-50%.

What We're Looking For

High school diploma or equivalent.

5+ years of experience in the past 10 as a Program Manager or Quality Control Manager.

Current Information Assurance Technician (IAT) Level I certification per DoD 8570.01-M/8140.03.

Demonstrated experience interfacing with Government CORs, COTRs, and Contracting Officers on contract performance matters.

Proven ability to manage cost, schedule, and performance baselines using earned value management or equivalent methodologies.

Must be physically located at or willing to relocate to Dugway Proving Ground, UT; maintain a regular on-site presence.

Salary: $120,000 - $135,000 per year.
