About the Program

The goal of PNG Women Lead is that PNG women and girls, in all their diversity, are safe and equitably share in resources, opportunities and decision-making, with men and boys.

The objectives of the PNG Women Lead program are drawn from Government of PNG’s gender equality priorities and DFAT’s Gender Equality and Women’s Empowerment Strategy:

  • Enhancing women’s voice in decision-making and leadership
  • Ending violence against women and girls
  • Promoting women’s economic empowerment

This is to be achieved through four End-of-program outcomes (EOPO).

To achieve EOPO 1 - Selected partners better represent women’s voice and interests in targeted areas, including women with disabilities, the program will deliver:

  • Expanded networks of effective advocates (men & women) progress gender equality & women's empowerment.
  • An expanded and more effective PNG women’s movement.
  • More women are supported as decision-makers and leaders in selected partner organisations.

To achieve EOPO 2 - Increased awareness and practice of respectful and safe ways of relating between men and women in target areas, the program will deliver:

  • More effective strategies promote respectful and safe ways of relating between men and women in target areas.

To achieve EOPO 3 - Women have improved access to coordinated GBV case management in target areas, including women with disabilities, the program will deliver:

  • Key partners expand access to safe and effective GBV services.
  • Select GoPNG agencies establish coordinated GBV case management pathways.
  • GoPNG increasingly funds safe and effective GBV response services.

To achieve EOPO 4 - Selected partners expand women’s financial decision-making powers and employment opportunities, including women with disabilities, the program will deliver:

  • Women are supported as decision-makers and leaders at work in participating workplaces.
  • Women increasingly exercise financial decision-making (with men) in targeted households.

Building on lessons and evidence from Pacific Women and based on feedback through design consultations, this program will adopt the following delivery approaches:

  • Local leadership – strategically, technically, and operationally - by local women situated in a Program Management Team in PNG, with nuanced and empowering support from the Managing Contractor (MC).
  • Strategic partnerships - with credible local women’s organisations, with support from international partners where required, with GoPNG, the private sector and core funding for UN Women.
  • Enhanced technical capability - including a Gender Hub.
  • Strong linkages with the Pacific Women Lead and other relevant initiatives. Focus on targeted areas and leveraging other programs for national reach.

About the Opportunity

The Administration officer will support diverse administrative functions (including support for finance, travel, communications, M&E and logistics) for the program as well as be actively involved across PNGWL under the guidance of the Team Leader and Operations Lead.

The Administration officer will work with the Operations Lead to ensure timely administration and logistics support to the PNGWL program.

The Administration Officer will also ensure that follow up of key deliverables are provided in a timely manner in relation to activities occurring whilst officers are in the field on duty travel.

Key responsibilities

  • Provide administrative and operational support to the program under the direction of the Operations Lead.

  • Maintain electronic filing systems and document registers, ensuring records are accurate, complete, and stored in accordance with document control and records management protocols.

  • Review, organise, and archive program documentation, ensuring all relevant records are appropriately filed prior to disposal or destruction of hard-copy documents.

  • Support information collection, data entry, and document compilation for program reporting, monitoring, and performance management requirements.

  • Assist with the preparation and coordination of program reports, trackers, and status updates.

  • Provide timely and professional communication, ensuring action items and follow-ups are tracked and completed.

  • Coordinate meetings, workshops, and events, including scheduling, venue and meeting room bookings, catering arrangements, and preparation of meeting materials.

  • Support travel and logistics arrangements, including flights, accommodation, transport, and travel documentation for staff, consultants, and counterparts.

  • Assist with procurement administration in accordance with organisational policies, procedures, and delegated authorities.

  • Provide administrative support across operations, finance, grants, people and culture, and other program functions as required.

  • Provide secretariat and administrative support to the Executive Management Team including meeting coordination, preparation of agendas and meeting papers, minute-taking, action tracking, and record management

  • Liaise effectively with internal teams, service providers, and external stakeholders to support program delivery.

  • Contribute to maintaining efficient office systems, processes, and administrative practices.

  • Undertake other duties reasonably required to support the effective operation of the program.

  • Demonstrated experience providing administrative support in a busy office, project, or program environment, with the ability to manage competing priorities and meet deadlines.

  • Experience maintaining electronic filing systems and managing records with a high level of accuracy, organisation, and confidentiality.

  • Communication and Relationship Management

  • Strong written and verbal communication skills, with the ability to build effective working relationships with colleagues and stakeholders.

  • Experience coordinating meetings, travel, accommodation, and other administrative or logistical arrangements.

  • Proficiency in Microsoft Office applications and the ability to quickly learn and apply organisational systems, processes, and procedures.

  • Experience supporting procurement, finance, HR, or operational activities, with the ability to follow policies and compliance requirements.

  • A proactive, solutions-focused approach, with the ability to work collaboratively as part of a team and independently when required.
