SALARY: The salary range for this position is $81,866.60 to $127,586.80 for Schedule A, and $81,866.60 to $121,207.46 for Schedule B. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

The New Jersey Judiciary, Camden Vicinage is seeking a conscientious, highly motivated individual to serve under the direction of the Court Executive 2B, Probation Division Manager, and/or the Court Executive 1B, Assistant Probation Division Manager, as the Quality Assurance Specialist. The selected candidate must possess strong leadership, interpersonal, public speaking, communication, and analytical skills, with the ability to foster effective staff and client engagement in a professional, respectful, and solution-focused manner. The successful candidate will have experience in evidence-based practices, cognitive behavioral techniques, coaching, mentoring, and staff development, and must be knowledgeable in the ORAS and OYAS assessment tools and processes. The Quality Assurance Specialist is responsible for promoting fidelity, validity, and consistency in the administration of Risk-Needs-Assessments, Plans for Success, and other evidence-based practices through quality assurance reviews, desktop reviews, interview observations, debriefing, coaching, training, and continuous quality improvement activities.

REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Example of Duties

Serves as a lead worker in the implementation and oversight of quality assurance processes to ensure compliance with established policy, procedure, and practice standards.

Schedules, coordinates, facilitates, and conducts quality assurance reviews, including RNA interview observations, desktop reviews, debriefings, coaching sessions, and Plans for Success reviews, to evaluate fidelity to risk-needs-assessment tools, case planning requirements, and evidence-based practices.

Maintains a strong in-office presence to support in-person observation, direct staff coaching, effective client interaction, and consistent implementation of quality assurance standards; performs QA reviews in person whenever practicable and in accordance with Judiciary policy and operational needs.

Demonstrates strong interpersonal, communication, and engagement skills in working with staff and clients; establishes productive professional relationships that support a respectful, collaborative, and solution-focused quality assurance process.

Observes the full assessment interview process; documents client interviews for scoring purposes; evaluates assessment practices for accuracy, consistency, and proper application; and assesses staff performance in conducting interviews and scoring assessments.

Conducts timely debriefings and coaching sessions following QA reviews to identify staff strengths, address areas for improvement, discuss scoring differences, and reinforce fidelity to approved assessment and case planning practices.

Monitors inter-rater reliability and works collaboratively with staff and fellow Quality Assurance Specialist(s) to strengthen consistency in scoring, interviewing practices, and application of ORAS, OYAS, and related evidence-based tools.

Collaborates closely with other Quality Assurance Specialist(s) to promote consistency, fidelity, and uniform application of quality assurance procedures, coaching practices, case planning expectations, and evidence-based interventions across adult and juvenile supervision.

Partners with supervisors, managers, and other Quality Assurance Specialist(s) to review QA findings, identify drift, assess performance trends, recommend corrective action, and support continuous quality improvement efforts.

Provides mentoring, coaching, and technical guidance to staff regarding risk-needs-assessment instruments, Plans for Success, core correctional practices, structured response strategies, and related evidence-based practices; serves as a subject matter expert in these areas.

Identifies staff development needs and assists in the coordination, development, and delivery of training programs, booster sessions, learning opportunities, and other instructional support for adult and juvenile supervision staff.

Builds and maintains effective working relationships with managers, judges, supervisors, staff, central office partners, clients, and other stakeholders to support quality improvement objectives, staff development, and meaningful client engagement.

Compiles, analyzes, and evaluates statistical, operational, and quality assurance data; prepares reports; identifies patterns and concerns; and makes recommendations to management to improve practice, fidelity, and program effectiveness.

Participates in statewide and local committees, workgroups, and task forces, and contributes to the development, implementation, and refinement of quality assurance initiatives and continuous improvement strategies.

Performs other related duties as assigned to support the operational needs of the Probation Division.

Regular and predictable physical presence at the worksite is an essential function of this position.
Qualifications

Graduation from an accredited college or university with a bachelor's degree and five years of professional experience, two of which shall be in program development, program coordination, program analysis, program administration and/or administrative research.

Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate degree from an accredited college or university and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor’s degree.

A master’s degree from an accredited college or university may be substituted for one year of experience.

A law degree from an approved American Bar Association law school may be substituted for two years of experience.
