About the Role Cape Fox is seeking a highly qualified Acquisition Program Manager (APM) to join our team in support of a government customer. The APM will be responsible for providing expertise in program management, acquisition planning, and contract execution within the military research environment. The ideal candidate will apply acquisition lifecycle principles, oversee cost, schedule, and performance analysis, and ensure compliance with defense regulations.
What You'll Do
- Provide program management expertise to support day-to-day operations within the Bioeffect Division portfolio, guiding projects through the acquisition lifecycle.
- Develop administrative and monitoring tools for daily operations, establishment, maintenance, and oversight of research projects.
- Help develop strategic and tactical acquisition planning by defining scope, cost, schedule, and performance requirements.
- Collect, analyze, and appraise acquisition data; work with project managers to improve effectiveness and compliance.
- Learn defense acquisition policies and recommend actions consistent with guidelines.
- Proofread and edit project plans, proposals, and data for accuracy.
- Identify and document programmatic risks; implement actions to mitigate impact.
- Assist with contracting activities for project awards; assist with SOW input and ensure controls for awarded contracts.
- Design and implement contractual and financial execution of a project/program through acquisition phases with no closely related precedents.
- Utilize financial/programming data systems to retrieve, process, and synthesize information; generate reports for analysis.
- Perform budget tasks monitoring obligations and expenditures across funding sources.
- Provide technical guidance on research management issues; present to executive-level staff and stakeholders.
- Participate in portfolio reviews, conferences, and meetings to present requirements, status, and collaborations within/outside the 711th Human Performance Wing.
- Use program management and government business applications to deliver electronic reporting products (Semi-Annual Reviews, Quarterly/Ad Hoc Status Reports, PMRs) to Major Commands and stakeholders.
- Travel 0-10%.
What We're Looking For
- Bachelor's degree.
- APDP Level I certification in Program Management or PgMP certification.
- At least three (3) years of demonstrated experience as a Program Manager in a military environment.
- Recent experience within the past 5 years in program management, including acquisition and program management principles, and knowledge to guide program through acquisition lifecycle phases.
- Experience reviewing cost, schedule, and activity reports and performing cost, schedule, and performance analysis.
- Proficiency in Microsoft Office (Word, Outlook, PowerPoint, Excel).
- Ability to acquire competency in program management and government business applications to support project reporting to Major Commands and stakeholders.
- Strong coordination, organization, teaming, and communication abilities; fluent English.
- Ability to complete tasks independently with minimal guidance.
- Be (or become) familiar with financial systems including the Comprehensive Cost and Requirement (CCaR) System.
