About the Role

We are seeking an experienced Accounting Professional to support comprehensive third-party accounting services for a public transportation authority. The selected professional will support general ledger accounting, financial reporting, federal and state grant accounting, FTA compliance, audit preparation, payroll, employee benefits administration, and financial systems support.

The role requires strong knowledge of governmental accounting, GASB standards, federally funded programs, and public-sector financial reporting. Experience supporting transit agencies or FTA-funded organizations is highly preferred.

Key Responsibilities

  • General Ledger & Financial Accounting

  • Maintain the general ledger and chart of accounts in the BS&A financial system.

  • Process accounts payable and accounts receivable transactions.

  • Perform monthly bank and account reconciliations.

  • Prepare and post payroll-related journal entries.

  • Support year-end IRS 1099 reporting.

  • Maintain fixed asset and depreciation schedules.

  • Prepare monthly, quarterly, and annual financial statements in accordance with applicable GASB standards.

  • Review financial records for accuracy, completeness, and compliance.

  • Grant & FTA Financial Management

  • Perform accounting and cost allocation for federal, state, and local funding sources.

  • Support FTA grant drawdowns through TrAMS and the U.S. Treasury payment management system.

  • Support Michigan Department of Transportation funding and drawdowns through applicable systems, including ProjectWise/PTIMS.

  • Prepare quarterly Federal Financial Reports (FFRs) and applicable state/federal reports.

  • Support National Transit Database (NTD) financial reporting.

  • Assist with indirect cost rate proposals and cost allocation plans.

  • Monitor expenditures for compliance with 2 CFR Part 200, FTA requirements, and organizational policies.

  • Audit & Compliance

  • Prepare year-end audit schedules, reconciliations, and supporting workpapers.

  • Coordinate with the independent auditor during annual financial statement audits.

  • Prepare the Schedule of Expenditures of Federal Awards (SEFA).

  • Support Single Audit requirements under 2 CFR Part 200, Subpart F.

  • Assist with responses to audit findings and corrective action plans.

  • Support FTA Triennial Reviews and State Management Reviews.

  • Assist with GASB 87 lease accounting and GASB 96 SBITA accounting, including identification, measurement, and disclosures.

  • Payroll & Benefits

  • Process payroll for salaried and hourly employees.

  • Support payroll processing in BS&A and integration with timekeeping systems.

  • Process federal, state, and local payroll tax withholding, filing, and remittance.

  • Prepare W-2, Form 941, ACA, and other applicable payroll compliance reports.

  • Administer employee benefits enrollment, changes, and reconciliations.

  • Reconcile retirement and pension contributions.

  • Track PTO, sick leave, FMLA, and other applicable leave balances.

  • Coordinate with benefits brokers, carriers, and HR personnel.

  • Systems & Financial Advisory

  • Support BS&A financial system configuration and maintenance.

  • Recommend improvements to accounting processes and internal controls.

  • Assist with accounting system and ERP-related initiatives.

  • Provide interim finance support at controller or staff-accountant level when required.

  • Develop and update accounting policies and procedures.

  • Monitor cash and investment accounts.

  • Provide financial analysis and advisory support to MAX management.

  • Transition & Onboarding

  • Support the transition of accounting responsibilities from the City of Holland to MAX's third-party accounting provider.

  • Participate in knowledge transfer, data review, system onboarding, and process documentation.

  • Help ensure continuity of accounting operations during the transition.

  • Be prepared to assume assigned accounting responsibilities by January 1, 2027.

  • Required Qualifications

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field preferred.

  • 3+ years of progressively responsible accounting experience.

  • Experience with general ledger, reconciliations, financial statements, AP/AR, and payroll accounting.

  • Strong understanding of governmental or public-sector accounting.

  • Knowledge of GASB accounting standards.

  • Experience with federal grants and compliance requirements.

  • Understanding of 2 CFR Part 200 / Uniform Guidance.

  • Strong Excel and financial reporting skills.

  • Ability to work with accounting/ERP systems; BS&A experience is preferred.

  • Strong analytical, organizational, and documentation skills.

  • Ability to maintain confidentiality of financial and employee information.

  • Strong written and verbal communication skills.

  • Preferred Qualifications

  • Experience working with a public transportation agency or FTA-funded organization.

  • Experience with FTA financial reporting and grant management.

  • Experience with TrAMS and/or U.S. Treasury payment systems.

  • Experience with Michigan DOT financial reporting systems such as ProjectWise/PTIMS.

  • Experience preparing SEFA and Single Audit documentation.

  • CPA, CGFM, CGMA, or other relevant professional certification.

  • Experience with GASB 87 and GASB 96.

  • Direct experience with BS&A financial software.

  • Experience with NTD financial reporting.
