Job Description:
Job Purpose: The Accountability Officer will lead the implementation of Accountability to affected people and community feedback and response mechanisms to ensure transparent, inclusive, and community- centered project implementation. The role is responsible for establishing and monitoring feedback and complaint channels, managing accountability data through the digital accountability platform, and ensuring timely response and resolution of community concerns. The officer will support the integration of CHS, safeguarding, and safe and inclusive programming across project activities, provide capacity building to staff and community structures, and promote meaningful community participation. Working closely with project teams, government stakeholders, and partners, the Accountability Officer will ensure community feedback informs project decisions and contributes to improved project quality and community resilience.
Major Roles and Responsibilities:
Provide technical guidance for application of accountability frameworks to ensure their accurate integration and functionality within programs:
- Support the implementation of AAP activities at field level in line with organizational standards and project requirements.
- Ensure communities receive timely and accessible information on project objectives, beneficiary selection criteria, entitlements, available services, and feedback channels.
- Promote meaningful community participation and consultation throughout project implementation.
- ensure the establishment and maintain community feedback and complaint response mechanisms based on community preferences and local context.
- ensure community feedback and complaints are recorded through the DAP tools.
- follow-up open cases and ensure timely closure on the DAP system
- Provide basic orientation and coaching to community structures and project staff on accountability principles, complaint handling, and community engagement.
Monitoring
- conduct timely monitoring on implementation areas that AAP is integrated properly
- conduct supervision while conducting targeting, distributions and service provided, the CFRM mechanism are in place
- monitor the inclusiveness, safety, functionality and responsiveness of the established CFRM mechanism
Reporting:
- Identify and refer sensitive complaints, including safeguarding, PSEA, fraud, corruption, and child protection concerns, through established referral pathways.
- Work closely with project and MEAL teams to collect, analyze, and share community feedback for program improvement.
- Compile and submit quality reports to Project manager, accountability coordinator for further consolidation and management decision making
Documentation and learning of best practices
- Ensure there is a functional accountability system to document recurrent complaints and feedbacks to best inform future design.
Required Education, training, license, registration, and/or Certification:
- University degree in a relevant subject area (sociology, social work, social science, monitoring & data management, or a related field)
Required Professional Experience:
- At least 2-3 years demonstrated field-based experience with Accountability and MEAL activities in emergency context and grant funding
- Proven experience in establishing a fully functional Accountability system for an organization that’s supported by bilateral & multilateral international donors serving more than 100,000 beneficiaries within a period of 12 months.
- Proven experience in leading Surveys (mix methodologies) from designing to report writing.
- Proficiency and experience with mobile data collection such as Kobo, CommCare, ODK Collect
- Good understanding of working with und the donor regulations of USG , Good understanding of World Vision and Sphere relief standards, as well as the Red Cross and NGO Code of Conduct.
Preferred Experience, Knowledge and/or Key Competencies:
- Certified Trainer on Humanitarian Accountability
- Certified Trainer on CHS
- Certified Trainer SPHERE standards
Required Language(s):
- English and knowledge of local language is advantageous
